Work Session Summary
- Call to order.
- Roll call – All present
- Acceptance of minutes – No comments
- Census Complete Count Committee – Andy Green presented information. The census will be in the year of 2020. Mr. Green wanted to share that they were looking forward to the opportunity to educate and engage each resident regarding the upcoming census to ensure the most complete count. This is the first year that the census can be completed online. The census will be due by April 1, 2020. The goal is to reduce the number of people knocking on doors. The hope is that the majority of respondents will be contacted via online or by phone.
- Ordinance regarding Minimum Standards for Residential Rental Units Zoning Ordinance. – Lee Batey presented any changes to meet new codes regarding fire and life safety as well as the building codes. The council suggested minor changes in wording. The changes will be updated and brought back for review at the next council meeting.
- Gilbert Creative has been selected to complete the trail video. The Mayor submitted proposal to approve his signing the agreement and to the send by city officials. The total cost was $1475, roughly, and that Jacksonville will be responsible. The video would be started in spring of 2019. Council also discussed to possibility of adding additional signage to promote Jacksonville. This has been done by other surrounding communities.
- Work session and council meetings need to be rescheduled for the May 27 and Nov 11. These are dates for 2019 that fall on holidays. Suggestion was made for Thursday, May 30 and Tuesday, November 12 respectively.
- Any Other Business –
- Mayor Smith mentioned a few items. Reimbursement is coming up for the payment made for the Chief Ladiga Park. He would like the reimbursement to go toward repairs to be made on Grace Street. The total cost is estimates at $19,200 and excess funding would come from the gasoline tax.
- Discusses were also held by the council members and Mayor on the timetable for finishing the repaving behind the square.
- Mayor Smith also received a contract from Trane regarding the heating and cooling for the Public Safely Building. Because the agreement was just received the vote was postponed until all members could review in full.

- Council Member Remarks –
- We will be having the lighting ceremony for the city on Tuesday, November 27, 2018 on the square.
- Chief Thompson was thanked for the many years of service to the city and Jacksonville Police Department.
- Mayor Report
- The Mayor seconded the appreciation for Chief Thompson.
- The dates for City and School closures was mentioned for Thanksgiving Holidays
- The Christmas parade will be on Thursday, November 29, 2018 at 6:30 pm.
- There will be a food truck round up on the same day as the parade at the Methodist parking lot.
- Invitation to the retirement event of Chief Thompson will be held Friday, November 30 11:30 am- 2:00 pm at the municipal court room at the Public Safety Building.
- Chief Ladiga Half Marathon will start in Piedmont and end in Jacksonville. Saturday, December 1, 2018.
- Saturday, December 1st JSU will travel to Maine to continue its playoff push.
