Work Session and City Council Meeting 11/22/18

Work Session:

1. Call to order.
2. Roll call. All present except Jimmy Harrell
3. Acceptance of minutes. No changes noted
4. VeoRide Bike Share Update – Mark Stephens presented an update. Everybody has signed his or her memorandum of understanding with VeoRide. Press release has been sent out to the public. Stephens advised there will be a total of 180 bicycles. Oxford will get 20-30 total; JSU and the City of Jacksonville will get 70-75 total that will be split with JSU expecting to receive 45 and Jacksonville 30. The City of Anniston will get also receive 70-75.
5. Parking Lot Estimates. The Mayor presented estimates from one company to look over and see a starting idea of what has been received so far. Council members requested additional estimates to have better comparison numbers.
6. 2018 Christmas Parade. November 29th is the set date. Discuss was held as to who would be in the parade. The lighting will be on November 27th at 6:00 pm.
7. Any Other Business.
   1. The mayor wanted to open a discussion on the PARD coaches having safety training. Janis Burns spoke on the subject and advised a new state law was passed in April requiring mandatory minimum safety training. PARD received an email that stated the deadline is November 4th for every coach who works with kids under 14 to secure a minimum two-hour training program. Burns went on to state that the department of Public Health is over the training. One issue to note is that each hosting program is responsible for making sure that visiting coaches are trained as well. Training covers items such as emergency preparedness, concussions and head trauma, extreme weather related injuries, physical conditioning, heart defects, and training equipment. This training is available online or through a scheduled class that PARD would host a training class for.
   2. The Mayor also presented an image of 5th Street intersection with 6th Ave and 7th Ave discussing Ron Booth’s house. Booth would like to have this street vacated but no reason was given. He has not spoken to the other three property owners nor has he put in a formal request. The mayor just wanted to introduce it to the council to see if they were open to the idea. Council members verified that the formal request must go through the Planning committee and that a public hearing would be held prior to it being placed on the agenda.

City Council Meeting:

5. Adoption of minutes. Unanimously Accepted
6. Adoption of agenda.
   1. Consider a motion to enter into an Executive Session to discuss with the City Attorney a matter not yet mitigated, but eminently likely to be mitigated. Need has arisen to discuss the purchase of property.
   2. Added to the consent agenda to add the purchases over $5,000.
7. Proclamations:

9. Consider action to approve the Retail Beer (Off Premises Only) and Retail Table Wine (Off Premises Only) of Ahmed Mah D Ahmed Said (THEEB LLC), d/b/a WOF MART 2, located at 1528 Pelham Road, South, Jacksonville, AL 36265. Unanimously Accepted
10. Consider action to authorize the Mayor to sign the Annual Audiobook Lease Agreement, for the period October 3, 2018 to October 2, 2019, with TEI Landmark Audio, for a total amount of $9,990.00, per the attachment agreement. Unanimously Accepted
11. Purchases over $5,000.00.  Unanimously Accepted
12. Disposition of Surplus Property. Unanimously Accepted
13. Other Personnel Issues. Unanimously Accepted
14. Public comments for general items.
    1. James Snow spoke regarding an item sent to city council in January of 2016 document tracking the infrastructure of the city regarding traffic flow. Street in question is Eagle Crest Boulevard to John James Hopkins Rd there is a stop sign causing traffic flow issues. A request is being made to remove all three stop signs on that road. At a very minimum remove the other two older stop signs and leave the newest one that was just placed.
15. Council Member Remarks.
    1. Tony Taylor mentioned the Retree event that was held on Saturday. He thanked the volunteers who worked so hard to help in that event.
16. Mayor’s report.

    9. The Mayor  also wanted residents to be aware on Wednesday of work that will be going on at the intersection of Church and Mountain and may close lanes of traffic for possibly two days for a resurfacing project.
    10. The Mayor also complimented the volunteers of the ReTree project to help get out over 2000 trees.
    11. The Mayor also complemented the Cemetery Stroll for having a great turn out as well.
