- Acceptance of minutes. – No changes
- General Municipal and Board of Education Elections.
- There are two resolutions
- The first resolution is to put the dates on the books so there is a record of when they will be.
- The second resolution is to change the Board of Education election dates to coincide with the municipal elections. They will be held every 2 years on odd years.

- Moratorium regarding Vape Shops.
- Mark Williams informed the council that he has quite a few applications for CBD, Vape, tobacco, and bong storefronts. Two are already approved and will be opening soon. One is located in Pelham Plaza and one on the Square. Many of these locations are tobacco/cell phone repair or even tobacco/dog grooming. Williams is requesting a six month moratorium to look at creating a city ordinance and see if there needs to be any changes to require a certain amount of space between locations or to see what, if any, restrictions need to be made on this type of business. This moratorium will not effect any current business, nor the two businesses already approved.
- Unmanned Aerial
Vehicle Ordinance.- Chief Wood spoke about creating an ordinance restricting the flying of drones above city property without a permit. FAA regulations are also required to be followed for these devices. The permitting process would be similar to requesting a road block. If a violation occurs the home base would attempt to be located and a uniform traffic citation could be issued. Further discussion was held to possibly create a Drone Fly Zone to allow a larger area for owners to fly their devices. The purpose of the ordinance would also not be to prevent owners from using their devices on their own property or even crossing over a public street. This will be researched and a formal ordinance can be presented at the next regular council meeting.

- Terry Wilson wanted to speak regarding the Hookah resolution that is on the agenda. He wanted to understand how the establishment was outside the city limits, but inside the police jurisdiction. He wanted to know what the city’s role was in licensing and felt that the item should be tabled to do more research.
- The dumpster pad
was discussed as new bid quotes have come in. Previous bids have been just under of $60,000. The new bid was around $49,000. The location of the pad was also debated. The two options are in the center of the parking lot closer to Chinabee or in the NE corner closer to Church. The pros and cons were discussed, but the final option favored the NE corner because it creates more parking spaces. The goal is to create a pad for 2-3 large dumpsters and will be approximately 35 ft x 10 ft with 6 ft walls. - Nancy Gillespie
spoke about the Christmas Village event held last Saturday. She thanked the councilmembers and Mayor for showing up. She also noted that approximately 100 children shopped at the children’s store and over 60 participated in the craft room. There was also a children’s art contest with 1st price being $25, 2nd being $15, and 3rd $10. There were additional honorable mentions as well. The event was held at the Jacksonville Community Center.

- Manuel Santana
wanted to speak about his new business located at 1955 Pelham Road South. The name is XHale Hookah Lounge. He wanted to stress this is not a vape shop. No electronic smoking devices will be sold. There will be a 19+ age restriction. He has been approved by the County Commission and the ABC Board. The current planned hours are from 10:00 pm – 2:00 am. He would hope to open additional hours depending on community support. If that happens he has considered having a couple of licensed food trucks to serve food.

- Consider action to approve Resolution No. R-2118-22 to Establish Election Dates for Board of Education Elections for the City of Jacksonville, Alabama. – Unanimously Approved
- Consider action to approve Resolution No. R-2119-22 authorizing City of Jacksonville participation in the Severe Weather Preparedness Sales and Use Tax Holiday for FY2022. – Unanimously Approved

- Council Member Remarks.
- Andy Green wanted to thank city employees for their hard work and diligence. He also wanted to mention how well Christmas Village went and note that Small Business Saturday is coming up on 11/27.
- Tony Taylor wanted to thank Bishop Pressley for his sound words during the invocation.
- Mayor’s report.
- The Mayor wanted to thank everybody for their kind words, support, prayers, and flowers regarding the passing of his wife.
- He wanted to commend the decorations at Christmas Village. The decorations are done by the Jacksonville Parks and recreation staff. He also wanted to say how well the event went.
- Thanksgiving is this Thursday and all city offices will be closed Thursday and Friday.
- 11/29 will be the Lighting of the Square at 6:00 pm
- 11/30 at 4:00 pm will be the JSU lighting of the Campus
- 11/30 6:30 pm will be the Jacksonville Christmas Parade
- 12/4 will be pictures with Santa at the Train Depot. This event is free, but does require tickets.
