- That Chapter 22, Article X, “Massage Therapy Establishments”, Section 22-329, “Treatment” of “The Code of Ordinances of the City of Oxford, Alabama, is hereby amended in its entirety as follows:
- Sec. 22-329. – Treatment.
- “No massage therapist or other employee or attendant in any massage therapy establishment shall apply or administer any massage or other treatment to any person behind locked doors.”

- Ordinance No. 2024- 16 – Ordinance adopting the State Sales Tax Holiday for 2024 (July 19-21) – Unanimously Approved
- In conformity with the provisions Act 2017-120 enacted by the Alabama Legislature during the 2017 Regular Session, providing for a State Sales Tax Holiday, the City of Oxford, Alabama, exempts “covered items” from municipal sales and use tax of 4 percent (4%) during the same period, beginning at 12:01 a.m. on the third Friday in July 2024 (July 19, 2024) and ending at twelve midnight the following Sunday (July 21, 2024).

- Resolution No. 2024- 47 – Resolution reappointing Bill Williams to the Regional Medical Center Board for a two-year term expiring May 31, 2026.
- Resolution No. 2024- 48 – Resolution declaring certain vehicles/equipment surplus and authorizing their sale/disposal.
- Resolution No. 2024- 49 – Resolution reappointing Linda Rinehart to the Oxford Library Board for a three-year term expiring May 14, 2027.
- Resolution No. 2024- 50 – Resolution reappointing Tony Bolton, 178 Anna Brook Lane, to the Oxford Board of Education for a five-year term expiring May 31, 2029.
- Resolution No. 2024- 51 – Resolution authorizing a Facility/Meeting Space Rental Agreement between the City and the Talladega Superspeedway LLC for the NJCAA Division I Softball Dinner/Banquet.
- Resolution No. 2024- 52 – Resolution authorizing the Mayor to enter into a Construction Contract Agreement with Dialed Dirt for the construction of three (3) jump lines for the Oxford Bike Park at the Civic Center/Oxford Lake in the total amount of $95,000.00.
- Resolution No. 2024- 53 – Resolution awarding bid for the purchase of Christmas Lights and Decorations for the Oxford “Festival of Lights” Light Show to Street Décor, Inc. in the total amount of $126,386.78.

- Council Comments/Reports
- Councilman Henderson thanked all the employees for their continued hard work at the Park and through al the successful tournaments. He also noted the Vision One event that was conducted. He also congratulated the graduates from the Bridge Fire Program.
- Councilman Waits noted the passing of several key members of the Oxford Community and shared how much they would be missed.
- Mayor’s Comments
- Echoed the comments on Vision One and what a great job the students did not only in Oxford, but in spreading the work for the region.
