Calhoun County, AL – Highland Health Systems (HHS) marked a historic moment with the official swearing-in of its new Mental Health Officer, Kendra Kirby, and Assistant Mental Health Officer, Terran Hayden, on Ocotber 31, 2025. The ceremony signifies a new era in the agency’s mission to expand and enhance mental health services throughout Calhoun County.
The ceremony, officiated by Judge Shirley Millwood, was attended by family members, local leaders, members of the Calhoun Advisory Board, and community supporters. The courtroom was filled with enthusiasm and pride as both officers took their oaths of service.
Mr. Kirby expressed deep appreciation for the opportunity, describing his appointment as “a dream come true” and reaffirming his dedication to serving the community in this vital role. Mr. Hayden, who has long served as Assistant Mental Health Officer, shared gratitude for the continued trust placed in him, noting his commitment to supporting the agency’s mission.
Judge Millwood commended Kirby’s character and drive, stating that his “passion and commitment” made him well-suited for the position.
HHS Chief Executive Officer Mickey Turner highlighted the significance of the occasion, calling it “a monumental day for our agency and the communities we serve.” Turner added, “I believe brighter days are ahead for Calhoun County as we expand mental health services and strengthen local support systems.”
As part of the initiative, the full-time Mental Health Officer and Assistant Mental Health Officer will now provide immediate, countywide assistance to all local law enforcement agencies, including city police departments and the sheriff’s office.
In a major advancement for collaboration and crisis response, Highland Health Systems has also supplied iPads to every law enforcement agency in Calhoun County to allow direct, real-time communication with the Mental Health Officer team. This effort, in development since April 2025, represents a significant stride in improving coordination between mental health services and public safety personnel.
