Calhoun County Commission to Consider Enforcement Measures and Regulations for Recovery and Transitional Housing Facilities

Calhoun County, AL — The Calhoun County Commission is set to consider a resolution that would establish enforcement measures and regulatory standards for recovery residences, sober living homes, and halfway houses during its upcoming meeting on Thursday, February 26, 2026.

Earlier this month, the Commission adopted a resolution establishing local oversight of these facilities under the authority granted by Alabama Act 2025-109. As part of that action, all rehabilitation facilities and halfway houses operating within Calhoun County were required to self-register with the County within fourteen days.

County officials report that, despite public notice regarding the requirement, some facilities have not yet completed the registration process. The resolution to be considered on Thursday would authorize the County to begin assessing penalties and fees for continued noncompliance.

Facilities that have not registered have until February 26, 2026, to submit the required information before enforcement measures are expected to take effect. Under the proposed regulations, failure to comply could result in penalties of up to $1,000 per day, per resident.

County officials state that the intent of the regulations is to balance support for individuals in recovery with community safety and transparency. Commissioner Terry Howell emphasized the purpose of the proposed measures, stating, “The purpose of regulation is not to punish operators who are acting responsibly. It is to ensure accountability, transparency, and basic standards of operation for the safety of the individuals living in these facilities and for residents in the surrounding communities.”

The Commission will discuss and potentially vote on the enforcement resolution during its regularly scheduled meeting.
