Jacksonville City Council Approves Licenses, Agreements, and Personnel Actions at April 27 Meeting

Jacksonville, AL – The Jacksonville City Council met on April 27, 2026, addressing a range of city business including license approvals, infrastructure improvements, agreements, and personnel actions.

During the work session, council members reviewed a Memorandum of Understanding (MOU) between the City of Jacksonville and Great Things in Jacksonville (GTIJ). Discussion centered on liability protections, volunteer management, and ensuring appropriate safeguards were in place. Adjustments were made to the agreement, including clarifying that volunteer waivers would be handled through the organization and establishing a defined timeframe for evaluation.

The council later approved the MOU with those revisions incorporated.

A public hearing was held regarding a restaurant liquor license for Sisters Karaoke Bar LLC, doing business as Riley’s Grill, located at 1 Public Square East. No public comments were made during the hearing. The council unanimously approved the on-premise retail malt beverage and restaurant liquor license for the business.

The council also approved a retail off-premise malt beverage and table wine license for Durga JI Inc., doing business as Jacksonville Gas to Go, located on Pelham Road South.

Council members approved a resolution extending the Anniston/Calhoun County HOME Consortium Agreement for program years 2027–2029.

Another resolution was approved to rescind a previous bid award and terminate the Eastwood Community Safe Room project.

The council also accepted a recommendation from the Street Light Committee to upgrade seven existing lights around the Public Square to LED lighting.

Additional approvals included authorizing the mayor to sign a lighting services agreement and a grant writer agreement, with discussion noting the focus on pursuing new funding opportunities.

The council approved several personnel-related items:

  • Chad Hunter Harris was approved for employment as Assistant Building Inspector.
  • Matthew Savage was approved for promotion to Police Corporal.
  • Eric Edgeworth was approved for reclassification to Wastewater III/Water Operator II following certification.
  • Dustin Baer’s resignation as Firefighter/EMT was accepted.
