NOTICE OF PUBLIC COMMENT PERIOD

Fort McClellan Army National Guard Training Center (FM-ARNGTC)

PROPOSED PLAN FOR THE FORMER TRAP AND SKEET RANGE

 

The Army National Guard (ARNG) requests your comments on the Proposed Plan for the Former Trap and Skeet Range located at the FM-ARNGTC in Anniston, Calhoun County, Alabama.

 

The Former Trap and Skeet Range is a historical Morale, Welfare, and Recreation shotgun trap and skeet range. It is not known how long the Former Trap and Skeet Range was used, but the target throwing equipment was removed in 1988 and the range was then re-purposed for other military uses. The primary chemical constituents found at trap and skeet ranges are lead from lead shot pellets and polycyclic aromatic hydrocarbons (PAHs) from clay targets.

 

In the Proposed Plan for the Former Trap and Skeet Range, the ARNG has selected the Land Use Controls Alternative as the Preferred Alternative to minimize or prevent exposure of potential human residential receptors to benzo(a)pyrene (a PAH) and lead in surface soil and shallow subsurface soil at the Former Trap and Skeet Range. Land use controls would prohibit residential use of the site. Because groundwater at the Former Trap and Skeet Range has not been impacted, site monitoring wells would be properly abandoned. In addition, site inspections would be conducted every five years and five-year review reports would be prepared. The ARNG issues the Proposed Plan in compliance with its responsibilities under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), under regulatory oversight from the Alabama Department of Environmental Management (ADEM). The final remedial decision will be made, and a Decision Document will be issued after the ARNG reviews and considers all comments received during the public comment period.

 

The ARNG invites the public and interested stakeholders to participate in the decision-making process for this site by reviewing and commenting on the Proposed Plan for the Former Trap and Skeet Range. A copy of the document may be found in the Administrative Record which is located at:

Comments may be submitted by mail or email to the addresses below. Please note that any comments received, including names and addresses, will become part of the project administrative record and will be available for public inspection. To be considered, comments must be dated or postmarked by December 23, 2022.
