Staciann Pollion Davis, 42, was arrested on federal charges of voting as a noncitizen in the November 2024 General Election in Clarke County, Alabama.

Silvia Delgado Phelps, 78, was also arrested on federal charges related to allegations of voting as a noncitizen in multiple elections in Baldwin County, Alabama.

In a separate case, Forrest Scott Woody, a North Carolina resident, was indicted on charges related to allegedly voting more than once in the 2024 General Election. According to the Secretary of State’s Office, Woody is accused of casting ballots in both Calhoun County, Alabama, and Henderson County, North Carolina.

The allegations remain subject to the judicial process, and the individuals are presumed innocent unless proven guilty.

“Alabamians deserve fair, secure, and transparent elections. My Office takes election integrity very seriously, and I am proud of the steps we have taken to identify potential instances of voter fraud in our State,” Allen said.

Allen stated that his office will continue coordinating with federal and state law enforcement agencies in investigating potential election law violations.

The Secretary of State acknowledged the involvement of the U.S. Attorney’s Offices for the Northern and Southern Districts of Alabama, federal law enforcement agencies and staff members from his office in the investigations and prosecutions.
