Montgomery, AL – Alabama Secretary of State Wes Allen has signed a Memorandum of Understanding (MOU) with Kentucky’s State Board of Elections, marking the seventh state to join the Alabama Voter Integrity Database (AVID). This partnership aims to enhance the accuracy of voter files by comparing data between the two states.
“Adding Kentucky as the seventh state in the AVID program is a great accomplishment,” Allen said. “This MOU will secure powerful results for Alabamians and Kentuckians alike, and I am proud to partner with Kentucky to achieve cleaner and more accurate voter files in our states.”
AVID was developed as Alabama’s alternative to the Electronic Registration Information Center (ERIC), a third-party organization previously used to manage voter data. The database’s four key components include:
- A cooperative agreement with the Alabama Law Enforcement Agency
- Use of the USPS National Change of Address File
- Access to federal social security death records
- Cooperative agreements with other states to cross-check voter registrations and identify individuals registered in multiple states
During his campaign, Allen committed to withdrawing Alabama from ERIC as his first official action upon taking office, which he followed through on. “My team and I have worked incredibly hard to develop and implement an Alabama-based solution that delivers the cleanest and most accurate voter file in the country,” he said.
The new MOU with Kentucky continues Alabama’s expansion of AVID, which already includes partnerships with all four of its border states, along with Arkansas and Louisiana. According to Allen, the program has identified thousands of potentially ineligible voters.
“I want to thank my team here in Alabama and the team at the Kentucky State Board of Elections who worked incredibly hard on this MOU,” Allen stated. “Their efforts will further our goal of ensuring elections are fair, secure, and transparent.”
