Proposed Corrective Measures at the Clean Fill C&D Site

 

Anniston Army Depot (ANAD) is proposing corrective measures for soil at the Clean Fill C&D Site (Solid Waste Management Unit 71). Due to historical operations at the site, the surface and subsurface soil in this area were identified to have contaminants of concern (COCs) at concentrations posing unacceptable human health risks to hypothetical future residents. The surface soil COCs include four metals (chromium, iron, manganese, and vanadium) and one polycyclic aromatic hydrocarbon (benzo[a]pyrene), and the subsurface soil COCs include five metals (antimony, chromium, iron, manganese, and vanadium). The groundwater was not determined to be impacted by the source area and no surface water or sediment exist at the site.

The selected corrective measure for SWMU 71 is land-use controls (LUCs) until the COC concentrations are reduced below the cleanup goals. Site LUCs includes implementation of a Notice of Environmental Use Restrictions (NEUR) requiring the site be restricted to industrial or commercial use and updating the ANAD Real Property Master Plan Environmental Assessment, Anniston Army Depot to include the proposed NEUR. This corrective measure was accepted by the Alabama Department of Environmental Management in a letter dated January 23, 2023. The final corrective measure will be selected after this public comment period has ended and all comments have been reviewed and considered.
