Calhoun County Commission Addresses Property Issues, Approves Major Animal Shelter Acquisition

ANNISTON, AL – The Calhoun County Commission held its regular meeting on Thursday, August 14, 2025, addressing a lengthy agenda that included property nuisance cases, contract approvals, and a significant acquisition of an animal shelter facility.

Property Nuisance Cases Addressed

The commission processed 23 property nuisance abatement cases, with several property owners appearing to address violations. Multiple residents cited health challenges, disability, and financial hardships as factors affecting their ability to maintain their properties. Commissioners worked with property owners to find solutions and directed them to meet with county officials after the meeting to discuss specific cases.

The commission approved abatement for 14 properties while dismissing cases for six properties where violations had been corrected. Three properties were invoiced for completed abatements totaling $1,578.

Major Animal Shelter Acquisition Approved

In the meeting’s most significant action, commissioners unanimously approved a property acquisition resolution authorizing the purchase of the One World K9 LLC facility. The acquisition includes approximately 38 acres with all kennel structures, buildings, and related equipment to establish a county animal shelter.

County Administrator Jonathan Gaddy outlined the extensive resolution, noting it provides for phased occupancy to ensure continuity of public services and minimal disruption to ongoing programs including the One World K9 obstacle run event.

Contract and Bid Approvals

The commission approved several contract matters including:

  • Rejection of bids for park and recreation materials due to a clerical error, with plans to reissue the invitation to bid
  • Highway department material contracts awarded to multiple vendors including APAC Alabama Incorporated and Traffic Signs Incorporated
  • Jail food service contracts awarded to three vendors: Osborne Food Service, Forest Wood Farm Incorporated, and Flowers Baking Companies
  • A memorandum of understanding with the U.S. Marshals Service for overtime reimbursement
  • Renewal of a lease with the Alabama Department of Pardons and Paroles for $4,500 monthly
  • A $22,480 change order for the Thankful Park Community Center construction

The commission also approved participation in a regional transportation program requiring a local match of $52,113 and updated a cable television franchise agreement with Sparklight, increasing the franchise fee from 2% to 5%.

Public Comments

During public comments, Lisa Morales introduced herself as the new Campus Director for Gadsden State Community College’s Ayers Campus, offering support to commissioners and their constituents for educational and workforce development needs.

The commission’s next regular meeting is scheduled for Thursday, August 28, 2025, at 10 a.m. in the County Commission Chambers at 1702 Noble Street, Anniston.
