Cleburne County Launches Stepping Up Initiative to Improve Mental Health Support

Cleburne County, AL — The Stepping Up Initiative is set to enhance mental health support with the introduction of a new case manager in the county jail. Sponsored by Commissioner Laura Cobb, who was unable to attend the meeting, this initiative aims to reduce the number of individuals with mental illnesses in jails by providing essential services and support.
During a recent gathering, local leaders, law enforcement officials, and representatives from Highland Health Systems discussed the initiative’s goals and operations. 

The case manager will work directly from an office in the jail, focusing on two main objectives: assisting inmates during their stay and providing support upon their release.
The case manager will help inmates find the necessary services, whether related to mental health, substance abuse, or other needs. Once individuals are released, they will receive assistance in reintegrating into the community by connecting them with job opportunities, housing, and medical care. This comprehensive approach aims to reduce recidivism rates and help individuals rebuild their lives.

Mickey Turner, CEO of Highland Health, emphasized the importance of this program. “This is a one-year grant from the State Department, and we’re excited to start small in Cleburne County. The goal is to expand this program to all 67 counties in Alabama eventually.”
Lane Kilgore, the Probate Judge, and Cleburne County Commission Chairman, highlighted the pressing need for this program: “Yeah, mental health is a big problem, and I have people asking me all the time about health and how hard it is to get. So this will make it easier for this population to get the help they need. And from the county’s perspective, we fund the jail. So it’ll help reduce our liability and costs in the long run, too.” Sheriff Jon Daniel also shared his thoughts, noting that many inmates face mental health crises. He believes having a dedicated case manager on-site will be instrumental in addressing these issues. “This program is about improving mental health support and ensuring that our community members can be productive citizens once they’re released,” he said.
The Stepping Up Initiative is part of a national effort to address the overrepresentation of individuals with mental illnesses in jails. It encourages counties across the U.S. to develop strategies that improve access to treatment and create pathways to recovery.
During the meeting, it was highlighted that information collected by the case manager will remain confidential and stored with Highland Health Systems, ensuring that individuals can seek help without fear of repercussions. This initiative fosters a strong partnership between the Sheriff’s Office and the County Commission, allowing for efficient follow-up and support for individuals once they leave the jail system.
As the Stepping Up Initiative rolls out, local leaders hope to create a more compassionate and effective response to mental health needs. The program aims to ensure that individuals in crisis receive the help they need while building trust between law enforcement and the community.
In addition to this initiative, the county is also implementing the MyCare pilot program, which will allow for real-time video consultations with behavioral health professionals, providing immediate access to mental health support. Together, these efforts underscore Cleburne County’s commitment to improving mental health resources and fostering a healthier community for all.
