Free-Standing Emergency Department Planned for Jacksonville Through Multi-Agency Partnership

Jacksonville, AL – A major step toward expanding emergency healthcare in Jacksonville is underway as the Health Care Authority of the City of Anniston (RMC), Jacksonville State University (Jax State), the City of Jacksonville, and Developer Solutions and Facilities Development Company (DSF) move forward with plans to construct a free-standing emergency department (FED) within the city.

On Nov. 5, 2025, RMC filed a formal Letter of Intent with the Alabama Certificate of Need (CON) Review Board to build the facility on Jax State’s campus. City officials, including Mayor Mark Jones and the Jacksonville City Council, have expressed strong support for the project, citing the community’s long-stated need for enhanced access to emergency medical care.

“On behalf of the city of Jacksonville, we’d like to thank Jacksonville State University and Regional Medical Center for their commitment to making a free-standing emergency room become a reality for our community,” Mayor Jones said. “This delivers on our commitment to bring quality emergency care to the people of Jacksonville, providing faster response times when seconds count. We look forward to working together on this significant project.”

The initiative represents a significant investment in healthcare access for Jacksonville residents as well as Jax State students, faculty, and staff. The university’s ongoing partnership with RMC—particularly through the College of Health Professions and Wellness—has long provided opportunities for hands-on clinical training, making Jax State a strategic location for the new facility.

The proposed 17,000-square-foot FED would also relocate the RMC Student Health Center from its current location on the south side of Jacksonville to a dedicated wing of the new structure. The future building is planned for a site directly across Highway 21 from Hugh Merrill Hall, adjacent to the location of the forthcoming Jacksonville Fire Station #2.

“This project is another example of what can happen when Jax State, RMC, and the City of Jacksonville work together toward a shared goal,” said Jax State President Dr. Don C. Killingsworth, Jr. “We’re grateful for the leadership of Mayor Jones and the City of Jacksonville, and for RMC’s continued collaboration and shared commitment to addressing a critical need for expanded emergency care in our community.”

RMC officials emphasized that the new FED would help meet the growing demand for emergency services throughout Calhoun County. Keith Parrott, President of Regional Medical Center, noted recent improvements in system-wide wait times but said further expansion is necessary to support long-term needs.

“One of the most consistent pieces of feedback we’ve received from patients is about emergency department wait times,” Parrott said. “Over the past several months, we’ve made tremendous progress… This new location in Jacksonville would further alleviate demand at our Anniston facility while providing faster access to high-quality care closer to home for many residents.”

The RMC Board has approved the project and allocated a $7 million capital budget for FY2026 to support ongoing system improvements.

The proposed facility must undergo the state’s CON review process before construction can begin. The full project—approval, design, and construction—is estimated to take 20 to 24 months, with projected completion in Spring 2028.

“We are excited about the opportunity to fill an important gap in patient care and provide better healthcare access to the people of Jacksonville and surrounding communities with this Free-Standing Emergency Department,” Parrott said. He also acknowledged the efforts of former Mayor Johnny Smith, current Mayor Mark Jones, City Council President Terry Wilson, and Dr. Killingsworth, crediting their collaboration with moving the project forward.
