House Passes Major Defense and Budget Bill Backed by Rep. Mike Rogers

WASHINGTON, D.C. — The U.S. House of Representatives has passed H.R. 1 — the “One Big, Beautiful Bill” — a sweeping piece of budget reconciliation legislation that includes significant investments in national defense, economic initiatives, and federal accountability measures. The bill, supported by House Armed Services Committee Chairman Rep. Mike Rogers (R-AL), advances a number of priorities aligned with former President Donald Trump’s “Peace through Strength” agenda.

In a statement released following the bill’s passage, Rep. Rogers praised the bipartisan effort behind the legislation, emphasizing the importance of revitalizing the nation’s defense capabilities.

“After years of chronic underinvestment, our defense industrial base and military capacity have dangerously atrophied to the point where we may no longer be able to sustain a prolonged conflict,” Rogers stated. “Without this generational investment in national defense, we will no longer be able to deter our adversaries or ensure America’s global leadership.”

The legislation includes $150 billion in mandatory funding for programs previously approved by the House Armed Services Committee. It aims to modernize the U.S. military, strengthen the defense industrial base, and improve the quality of life for military personnel. According to Rogers, the bill also incorporates efforts to streamline Department of Defense operations and secure the U.S.-Mexico border.

Key provisions in the legislation include:

  • Funding for initiatives related to President Trump’s proposed “Golden Dome” defense priorities.

  • Investments to revitalize domestic defense manufacturing and supply chains.

  • Support for Department of Defense border security operations.

  • Measures to deter aggression from the Chinese Communist Party.

  • Development of systems to enhance fiscal oversight and audit readiness within the Department of Defense.

  • Programs to improve housing, healthcare, and benefits for service members and their families.

The House Armed Services Committee released the legislative text on April 27, 2025. The bill was advanced with bipartisan support during a markup session on April 29, before being sent to the Budget Committee.

Speaker of the House Mike Johnson worked with various committees and the White House to shape the final version of the legislation. The Senate is expected to consider the bill in the coming weeks.

If signed into law, H.R. 1 would mark one of the most comprehensive defense and budget packages enacted in recent years.
