Jacksonville City Council Approves Infrastructure Projects and New Employee Policy

JACKSONVILLE, AL – The Jacksonville City Council conducted budget work sessions and a regular meeting on August 11, 2025, addressing infrastructure improvements, personnel policies, and community events while approving several key initiatives.

Budget Work Sessions Scheduled Through August

The council announced a series of budget work sessions scheduled through August 27, covering all city departments. The sessions will review revenue, general government operations, and individual departments including Police, Fire/EMS, Streets, Library, Municipal Court, and Parks & Recreation Department (PARD).

Major Infrastructure Approvals

Council members approved multiple infrastructure projects during the meeting:

JPWP#25-137: Highway 204 Gas and Water Relocation – The council authorized utility relocations required by the Alabama Department of Transportation (ALDOT) as part of the STPAA-0204 (516) project from Nisbet Lake Road to Highway 21. Mayor Johnny Smith was authorized to sign the reimbursable agreement with ALDOT on behalf of the Water Works, Gas and Sewer Board.

JPWP#25-139: Train Depot Meeting Room Floor Replacement – A project to replace flooring in the Train Depot meeting room was approved. The floor was damaged by water from a temporary air conditioning unit and will be replaced by a state-licensed contractor, with costs reimbursed by Liberty Mutual Insurance through Helmsman Management Services.

Ordinance O-670-25: Street Closure Approved

The council gave final approval to Ordinance No. O-670-25, which closes and vacates a section of Reynolds Street NW between Cardinal Lane NW and Pelham Road S. The closure was requested by Jacksonville State University to improve motorist and pedestrian safety near the new fire station entrance and reduce traffic congestion.

New Non-Fraternization Policy Adopted

A significant policy change was introduced addressing workplace relationships among city employees. The Non-Fraternization Policy establishes guidelines to “eliminate disruptions that may result from intra-office relationships while respecting the rights and privacy of City of Jacksonville Employees.”

Key provisions include:

  • Prohibition of romantic or intimate relationships between employees in the same department
  • Restrictions on supervisory personnel dating subordinate employees
  • Requirements for disclosure when prohibited relationships exist
  • Potential disciplinary action, including dismissal, for policy violations

Personnel Changes

The council approved the promotion of Joseph Paul Ganato to Equipment Operator II in the Street Department, effective August 13, 2025, following the resignation of Russell Burgess.

Jacksonville Arts Council’s Holiday Ladiga Lights Proposal

The Jacksonville Arts Council presented an ambitious new community event proposal – the Holiday Ladiga Lights – requesting $5,000 in city funding. The event aims to enhance community engagement and attract visitors during the holiday season.

Event Details:

  • Purpose: Create a holiday light display and community celebration
  • Growth Plan: Starting small in year one with plans to expand annually
  • Community Involvement: Local businesses and schools invited to participate in decorating
  • Location: Connected to the Ladiga Trail system
  • Volunteer Needs: Seeking community volunteers for event coordination
  • Educational Component: Opportunity for local schools to participate in holiday decorating activities

Financial Approvals

Purchases Over $7,500:

  • Commercial Development Authority allocated $15,000 for future Business Development/Façade Grants

Training and Conference Expenses:

  • $1,017.27 each approved for Greg Morgan, Jeremiah Sparks, and Dustin Brown to attend Alabama SWANA Fall Conference in Guntersville (November 5-7, 2025)
  • $1,065.00 approved for Kim Kirk to attend AMROA Training in Auburn (October 14-17, 2025)

Surplus Property Disposition

The Police Department received approval to sell two vehicles:

  • 2014 Dodge Ram 1500 (Decal No. 7170)
  • 2021 Gray Chevrolet Silverado (Decal No. 7698)

Public Comments and Community Concerns

During public comment periods, residents raised questions about:

  • Previous council decisions regarding business licensing, particularly regarding Brothers Bar liquor license denial
  • Transparency in council decision-making processes
  • Community safety considerations in licensing decisions

Council members emphasized their commitment to public safety and thorough due diligence in all business licensing decisions.

Police Department Recognition

Police Chief Marcus Wood announced that the Jacksonville Police Department recently achieved accreditation, marking a significant milestone in the department’s commitment to maintaining high law enforcement standards. The chief thanked his team and the council for their support in reaching this achievement, with plans to maintain accreditation status over the next five years.

Executive Session

The meeting concluded with an executive session under Alabama Code Section 36-25A-7(a)(6) to discuss potential real property transactions, indicating ongoing considerations for future city developments.

The council will continue budget work sessions through August 27, with the next regular meeting scheduled to finalize budget discussions and consider additional community initiatives. The Non-Fraternization Policy will be formally added to the City’s Policy and Procedural Manual.
