Jacksonville City Council Approves JSU Partnership for Chimney Peak Improvements For Security with Power Gate and Surveillance Cameras

Jacksonville, AL – The Jacksonville City Council met for  their regularly scheduled work session and City Council meeting on Monday, September 11th. There was also an additional budget work session.

    • Amend: Item 9 Consider action to schedule a public hearing regarding the revocation of business license for Pro Quality Services, LLC, for Monday, September 25th, 2023 at 7:00 pm.
    • Add: Budget Amendment Requests:
      • Police – Increase Account No. 10-02-6101-00-70335 in the amount of $20.65 for restitution.
      • EMS – Increase Account No. 10-02-6103-00-50102 in the amount of $2,000 for JSU payment for EMS standby at football games.

  • Consideration of Resolution R-2190-23 to Revoke the Business Licenses of Pro Quality Services, LLC, and schedule a Public Hearing for same on Monday, September 25, 2023 at 7:00 p.m. – Unanimously Approved
  • Consider action to authorize the Mayor to sign the Memorandum of Understanding between the City of Jacksonville and Jacksonville State University regarding Chimney Peak area. – Unanimously Approved
    • Purpose of MOU – The purpose of this Memorandum of Understanding (MOU) is to formalize the relationship between Jacksonville State University (JSU) and the City of Jacksonville (City) with regard to JSU reimbursing the city for certain surveillance camera expenses associated with Chimney Peak. This MOU outlines the mission and agreement/term of the agreement.
    • Mission – The mission of this Memorandum of Understanding between JSU and the City involves the City of Jacksonville Police Department providing access to its already established infrastructure for the purpose of adding camera equipment to monitor the entrance gate to Chimney Peak.
    • Agreement/Term – The agreement of this MOU will be that JSU will provide payments of $4,399.32 per year for 5 years to reimburse the cost of the cameras, power bill and network equipment as listed below. This MOU shall remain in effect for the term of the Alabama Power agreement once signed. This agreement may be renewed prior to September 2028, the final date of the agreement. The payment shall be processed every month of November for the term of the agreement. If for any reason, JSU is not satisfied with the service, JSU may ask the city to terminate the same and the agreement will terminate once the City is able to terminate the Alabama Power Agreement.
    • This agreement constitutes a final written expression of all terms of this agreement and is a complete an exclusive statement of those terms.
      • $297.62 x 60 months (Camera Equip, Poles, Maintenance)
      • $31.00 x 60 months (Power Bill)
      • $37.99 x 60 months (AT&T First Net Data Service)

      Annual Total= $4, 399.32

  • Consider action to authorize the Mayor to sign the Agreement with Alabama Power regarding Chimney Peak cameras. – Unanimously Approved
    • With this surveillance installation, Alabama Power Company will provide the following:
      • 2 – Axis P3265-LVE 1080p HD fixed dome cameras and all associated networking equipment
      • 2 – 35’ wood poles and secondary conductor
      • Connection of power from transformers and/or lighting poles
      • Customer provided Firstnet network connection for camera connection to the server
      • All required license fees and monthly subscription fees for 2 cameras using Genetec’s Security Center VMS with standard 30-day storageStandard Operating Agreement: 60 month agreement, automatically renews month to month after month 60, service price is fixed. Alabama Power retains ownership of the camera system, the City of Jacksonville retains ownership of all data collected. All support and maintenance to operate the surveillance system is included. No prepayment required for installation. Using the Genetec Security Center VMS, all of Jacksonville’s video will be stored on the server and will be accessible by approved personnel via computer or mobile device. The City of Jacksonville will have full access to all video of their locations and at their discretion.*Estimated Monthly Service Amount = $297.62 with NO upfront costs

        There will also be an estimated energy usage of $31.00 each month in addition to Estimated Monthly Service Amount

    • Austin David Shaneyfelt, Firefighter/EMT, Range 11, effective upon compliance with Ordinance No. 273, due to the resignation of Matthew Hardeman.

    • Corey Williams, Firefighter/Paramedic, effective September 10, 2023.
    • Chase Jensen Heindl, Part-Time Firefighter/EMT, effective September 9, 2023.

    • Councilmember Green thanked all who took part in the 9/11 Ceremony held earlier in the day.

    • On September 30th there will be a Youth Fishing Rodeo.
  • Any Other Business.
    • Councilmember Green reminded all of JSU Homecoming and preview day and knows there will be a lot of activities and visitors.
