Jacksonville City Council Convenes Historic First Meeting in New City Hall Amidst Overflowing Attendance

Jacksonville, AL –The Jacksonville City Council held a regularly scheduled work session and city council meeting on April 8th, 2024. This was the first meeting in the new City Hall and it was  a full house.

  • Work Session:
    • Acceptance of Minutes. – No comments
    • Sidewalk/Trail Project – Keith Strickland (GMC).
      • The project is on track and is is following the federal guideline timetable. Because this involves federal funding it does take longer, but there are no foreseeable issues or delays coming up. The do expect to break ground by the end of the summer. There was frustration expressed my city council one the delayed on starting the project, but it was explained that you cannot jump ahead and do things out of order. You can’t get right-a-way from the school before the government has approved the project. You can’t submit other request until each required stage before has be approved.
    • Pavilion at PSC – Marcus Wood.
      • Chief Wood explained that the base cost was $71,000 with $21,000 being city cost. There is a potential $10,000-$12,000 cost for environmental study and surveying that is not included in the costs. The majority of funding is from a $50,000 grant from T-Mobile. The Pavilion will be 16*40 and will include lighting and fans.
    • HVAC at Public Library – Rob Foster.
      • The costs for repair and replacement have both been reviewed, but repair costs almost exceed the replacement costs and then you still have an older piece of equipment. The cost ro replace is $10,172 and the turn around time should be within 30 days.
    • Pond at PSC – Council Member Galloway.
      • A quote was reviewed to add tilapia, minnows, and blue gill to the pond. The cost is $2,070. This is a yearly expense that should be expected because the tilapia will de each fall.
    • Any other business.
      • Jason Summers with Jacksonville City Schools (JCS) spoke about the upcoming government day this Thursday. This will be the first year the JCS have had a government day. The kids will shadow a city employee and get to learn by seeing and experiencing first hand.
  • Consider action to enter into an Executive Session under the Provisions of the Code of Alabama, Section 24A-7(a)(1) to discuss the general reputation and character of certain individuals, under Section 36-25A-7(a)(1) to discuss the discipline or dismissal of certain public employees and under Section 36-25A-7(a)(6) to discuss the consideration of the purchase, sale, or exchange, lease or market value of certain property
  • Adoption of minutes. – Unanimously Approved 
  • Adoption of agenda. – Unanimously Approved with changes

    • Chief Wood noted several code reasons while we would not suggest approving this license.
  • Consider action to accept the Planning Commission Report for the Request for a Street Vacation by Centennial Homes, LLC, to Vacate a Part or a Portion of an Unimproved Cul-de-sac at the west end of D Street, NW and Schedule a Public Hearing for same on Monday, May 20, 2024, at 6:00 P.M. – Unanimously Approved 
  • Consider action to approve JPWP No. 24-125 Replacing the HVAC Unit on Rooftop of Public Library, per the attached, and authorize the Mayor to sign any necessary documents. – Unanimously Approved 
  • Consider action to authorize the Mayor to sign the Professional Services Agreement with TTL for Environmental Services for three (3) Monitoring Wells at the Jacksonville-Piedmont Inert Landfill. – Unanimously Approved 
  • Consider action to authorize the Mayor to sign the Professional Services Agreement with TTL for Engineering Design Services for Dennis Street Stormwater Detention Facilities. – Unanimously Approved 
  • Consider action to authorize the Mayor, on behalf of the Water Works, Gas and Sewer Board, to sign the Service Agreement with Mark Ford. – Unanimously Approved 
  • Consider action to approve the termination of the following: – Unanimously Approved 
    • Dakota Preslee Kelley, Police Officer, effectively immediately.
  • Consider action to approve the demotion of the following: – Unanimously Approved
