Jacksonville, AL – The Jacksonville City Council met for  their scheduled City Council meeting on Monday, December 4th, 2023

 

  • Call to order.

  • Roll call.

Jacksonville City Council Meeting

  • Adoption of minutes. – Unanimously Approved 
  • Adoption of agenda. – Unanimously Approved with Changes
    • Add 12a: Consider action to approve the termination of the following:
      • Robin Compton, Part-Time Laborer in the Senior Center, effective immediately.
    • Amend 19: Consider action to adjourn into an Executive Session under the provisions of the Code of Alabama Section 36-25A-7(a)(6) to discuss the consideration of the governmental body is willing to offer or accept for the purchase, sale or exchange of real property.
    • Add: Consent Agenda Amendement Requests:
      • Police
        • Increase Account No. 10-02-610144 in the amount of $9,682.09 for insurance reimbursement for repairs to Unit 23-7758.
    • Add: Consent Agenda Purchases Over $7,500
      • Fire
        • $41,387.36 to Stivers for the purchase of a 2024 Dodge Durango Pursuit , State Contract T1911.
        • $12,749.55 to Williams Fire Apparatus for repairs to Vehicle Engine 2.
    • Amend: Consent Agenda Budget Amendment Requests
      • PARD
        • Increase Account No. 10-07-6602-00-60129 in the amount of $444.97 for shirt sales at ARPA State Volleyball Tournament.
  • Proclamations. – None
  • Public comments concerning agenda. – None
  • Consider action to receive the attached Planning Commission Report for a Zoning Amendment Request of Bob and Regina Austin and schedule a Public Hearing for Monday, January 8, 2024, at 6:00 p.m. for same. – Unanimously Approved 
    • The Planning Commission recommended approval of the Zoning Amendment Request The Planning Commission’s minutes stated: “The Zoning Amendment Request was approved due to the fact that the adjacent property to the south was currently zoned R-2. The approval recognizes the fact that the City’s Comprehensive Plan (dated: September 2016) has a Land Use Plan (Map #16) that designates the use of the subject property as single family. The approval recognizes the fact that page 131 of the City’s Comprehensive Plan stipulates that the Land Use Plan (Map #16) is a conceptual plan to be used in guiding zoning and development decisions and is not intended to be used as a zoning map.”

  • Consider action to accept the Bid Report for Bid No. 24-04, Purchase of Vehicles for Building Department, noting No Bids were received. – Unanimously Approved 
  • Consider action to authorize the Mayor, on behalf of the Water Works, Gas and Sewer Board, to sign the Service Agreement with The Water Works and Sewer Board of the City of Anniston. – Unanimously Approved 
    • The terms of the agreement are for ten years.
  • Consider action to approve the reclassification of the following: Landon McElroy, Firefighter/Paramedic, Range 11A, effective December 6, 2023, due to obtaining Paramedic License. – Unanimously Approved 
  • Consider action to approve the termination of the following: Robin Compton, Part-Time Laborer in the Senior Center, effective immediately. – Unanimously Approved

        • Increase Account No. 10-02-6101-00-60203 in the amount of $390.65 for Ballistic Vest Reimbursement Program.
        • Increase Account No. 10-02-610144 in the amount of $9,682.09 for insurance reimbursement for repairs to Unit 23-7758.
    • Purchases Over $7,500.00.
      • Building
        • $39,576.50 to Greenway Anniston for the purchase of a 2023 RAM 1500, Big Horn/Lone State 4×4 Quad Cab 140. (No bids received for Bid No. 24-4)
      • Fire
        • $41,387.36 to Stivers for the purchase of a 2024 Dodge Durango Pursuit , State Contract T1911.
        • $12,749.55 to Williams Fire Apparatus for repairs to Vehicle Engine 2.
  • Public comments for general items.
    • A resident spoke about a meeting that was held with the Mayor regarding local streets and concerns over the state of the roads. She reported that he referred her to Mr. Stanley in the street department. She said that the Mayor stated people should be able to use commonsense to use roads correctly. She also stated that she googled the laws and there are requirements for safety. She also stated that Mr. Stanley referred her to the Mayor and she felt the was ineffective because the Mayor doesn’t believe all the roads need changes and improvements. She stressed that there are safety issues and changes need to be made to improve.
  • Council Member Remarks.
    • Councilmember Green thanked all who helped with the Tree Lighting and Parade. He also honored the retirement of “Gary” and commended him for all his work.
  • Mayor’s report.
      • Great success for the lighting and parade.
      • Jacksonville Outdoor Holiday Decorating Contest by the Jacksonville Arts Council. Deadline for entry is December 12th.
      • City Hall Closed 12/22 and 12/25 as well as 1/1/24.
      • Tommy Thompson, former police chief, passed away and the Mayor asked that his family be kept in your prayers.
  • Any Other Business. – None
  • Consider action to adjourn into an Executive Session under the provisions of the Code of Alabama Section 36-25A-7(a)(6) to discuss the consideration of the governmental body is willing to offer or accept for the purchase, sale or exchange of real property. – Unanimously Approved
