Jacksonville, AL –The Jacksonville City Council held a regularly scheduled work session and city council meeting on May 6th, 2024.

  • Proclamation. – ETA Mu Chapter of Kappa Alpha Psi Fraternity 50th Anniversary – May 2024. No Representatives Present
  • Work Session.
    • Acceptance of Minutes.
    • Any other business.
      • Councilman Andy Green brought up Henry Mullinax speaking about funds for ALEAF back in March. All agencies in the 7th Judicial Circuit are provided a free lunch May 13th through May 16th a the Oxford Civic Center. His also mentioned that ALEAF is looking to move the event perhaps to Jacksonville. All officers will receive a gift. They are also entered to when multiple prizes.

      • Taryn Ervin, Police Officer, effective May 14, 2024
    • Consider action to approve the employment of the following:
      • Clifton Dontele Edwards, Police Officer, Range 18, effective upon compliance with Ordinance No. 273, due to the resignation of Marcus Bradley Wells.

  • Consideration of Resolution No. R-2206-24 regarding Municipal Water Pollution Prevention (MWPP) Program. – Unanimously Approved 
  • Consider action to authorize the Mayor to sign the Agreement with Patricia Daigle. – Unanimously Approved 
  • Consider action to approve the employment of the following: – Unanimously Approved 
    • Trinity Kirk, Laborer for SCP, Range 1, effective upon compliance with Ordinance No. 273, due to the termination of Robin Compton.
    • Clifton Dontele Edwards, Police Officer, Range 18, effective upon compliance with Ordinance No. 273, due to the resignation of Marcus Bradley Wells.
  • Consider action to approve the promotion of the following:
    • Jacob Reid Molock, Fire Engineer/Paramedic, Range 12A, effective upon promotion of Assistant Chief and Fire Lieutenant, due to the retirement of Randy Childs. – Unanimously Approved

    • Brandon Tunstall is the owner of 111 Pelham road north. He has three concerns. The first concern is the concrete slab that is under the under the walkway right there on the stairwell is missing, it’s missing some concrete inside and he is concerned about, “Slips, trips and falls and eventually caving.”  The second one is the Pelham road sign. Pelham Road is completely erased so when giving directions, people can’t find a building. The third thing is the concrete that’s on the side of the street. There is grass growing in between that as well. He hopes the council can come up with a resolution.
    • Sam Alamroad concerns are the MPD permits If you’re building on less than acre in any other city, you don’t have to have a building permit. You don’t have to have an ADEM permit. We build on this acre to three quarters of an acre in Jacksonville. ADEM and permits aren’t being enforced and that’s costing the contractor somewhere between 22 and $2,800 per house. It is so hard to find the codes. He believes that we need to keep that money in Jacksonville. Development isn’t going to come to Jacksonville because developers aren’t going to put up with the headache. There is friction between department heads and employees here in Jacksonville so this needs to be resolved. It is time to change and meet the needs that will bring businesses in.
    • Tom Kilgore has developed many subdivisions in Jacksonville, but Jacksonville is the hardest city to work in. He stated Mark Stephens is a determent to the city of Jacksonville. ADEM has said that if a property is less then an acre a percent is not needed. Developers are not willing to work in Jacksonville because of the requirements that Mark Stephens is putting into place. A 30 foot residential or residential drag in does not benefit anybody you cannot use it to backfill with. You have to load it up and haul it off. Any kind of stone would work in that case. I’m wanting to extend  on Robson Street He explained that he has turned his 52 lowboy in truck around in this cul de sac many times, but now Mark Stephens is requiring work that is going to cost $55,000. He also stated that if Mark Stevens requires him to do something that is not by the code he is going to sue him and the city.
    • PD Pritchett wanted to speak about the topics already discussed. He counted less than 20 lots in R1 that are available for purchase. He stated there is no where to work in town. He wanted to stress that options need to be looked at to change older lots to downsize older lots. These changes aren’t devalue homes they are actually bringing value up. Existing ordinances need to be changed. He stressed that he is not criticizing the council or Mark Stephens, but he stressed there is not new development coming down the road right now.
    • Justin Way spoke about an ordnance that experts hometowns from manny of the requirements. He wanted to make sure that was noted.
