Jacksonville, AL – The Jacksonville City Council met for  their regularly scheduled work session and City Council meeting on Monday, September 25th. There was also an additional budget work session.

  • Public Hearing to discuss the Revocation of the Business License of Pro Quality Services, LLC.
    • Mark Stephens spoke about inspecting a beam that was placed in her house. The business did not have a license for the scope of the work. The contractor did not possess a proper state license as well.
  • Consideration of Resolution No. R-2190-23 to Revoke the Business License(s) of Pro Quality Services, LLC. – Unanimously Approved
  • Consideration of Resolution No. R-2191-23 Agreement with East Alabama Regional Planning and Development Commission regarding Americans with Disabilities Act Paratransit Service. – Unanimously Approved
  • Consider action to approve a 2.5% Cost of Living Adjustment for all General Fund and Water Works, Gas and Sewer Board employees and approve the FY2024 Payscale. – Unanimously Approved
  • Consider action to approve the FY2024 General Fund Budget with discussed changes. – Unanimously Approved
  • Consider action to approve the FY2024 Water Works, Gas and Sewer Board Budget. – Unanimously Approved
  • Consider action to authorize the Mayor to sign the contract with East Alabama Regional Planning and Development Commission Area Agency on Aging for FY2024. – Unanimously Approved
  • Consider action to authorize the Mayor to sign the Contract Agreement with Piedmont EMS. – Unanimously Approved
    • Piedmont EMS provides ambulance service in the Northeast Alabama area, to include the City of Jacksonville, and City of Jacksonville also provides ambulance service and EMS services, and receives back up assistance and services from Piedmont EMS, and the parties are entering into this Agreement to secure the services of Piedmont EMS in providing emergency response services in the City of Jacksonville independent of the Jacksonville Fire Department, but also to include responding with back up and supporting the Jacksonville Fire Department and its EMS paramedic and ambulance services. In consideration for said services provided by Piedmont EMS to the City and citizens of Jacksonville, Alabama, City will pay Piedmont EMS the sum of $25,000.00 per year, payable as follows:

      1. October 1, 2023 $7,000.00
      2. January 1, 2024 $6,000.00
      3. April 1, 2024 $6,000.00
      4. July 1, 2024 $6,000.00
      5. And in each succeeding year for five (5) consecutive years.

      The term of this Agreement shall be for five (5) years commencing October 1, 2023.

      Either party may terminate this Agreement upon ninety (90) days written notice to the other party. Any unearned compensation paid by the City to Piedmont EMS will be refunded to the City upon termination for cause or upon voluntary termination by Piedmont EMS. Piedmont EMS pledges contracts and agrees with the City of Jacksonville, Alabama, that Piedmont EMS will provide emergency services and responses as requested by the City. To include standby service while Jacksonville Fire Department covers Jacksonville State University and Jacksonville High School events,and sports events, to include football games. All Piedmont EMS call and service responses will be within a reasonable time, per industry standard and best practices. Each Piedmont EMS ambulance will be staffed with a minimum of one (1) paramedic. Piedmont EMS is required to maintain full coverage liability insurance for any injury, harm or death to persons or damaged property with a minimum coverage amount of one million dollars ($1,000,000.00) per incident.

  • Consider action to authorize the Mayor, on behalf of the Water Works, Gas and Sewer Board, to sign the State of Alabama Low-Income Household Water Assistant Program Vendor Agreement. – Unanimously Approved
  • Consider action to approve the Water Works, Gas, and Sewer Board Charged-Off Accounts. – Unanimously Approved
  • Consider action to approve the employment of the following: – Unanimously Approved
    • Quintavious Long, Part-Time Laborer in PARD, Range 1, effective September 27, 2023, due to the resignation of Jaxon Whaley. (Currently works as a Temporary Laborer)
    • Tametrius Long, Part-Time Laborer in PARD, Range 1, effective September 27, 2023, due to the resignation of Courtland Cox. (Currently works as a Temporary Laborer)

    • Sherry Laster invited all to the Career Academy open house.
  • Mayor’s report.
    • The Mayor commented on the Homecoming and how well it went.
    • There will also be a fishing rodeo with 110 kids signed up at the lake on Public Safety Drive. Registration is still open.
  • Any Other Business. – None
  • Consider action to adjourn into an Executive Session under the provisions of the Code of Alabama, Section 36-25A-7(a)7 to discuss the preliminary negotiations involving matters of trade and economic development. – Unanimously Approved
