  1. Bids
    1. Bids for the removal of existing roof and re-roofing of the property located at 1025 & 1029 Gurnee Avenue will be held on February 1, 2022
      1. This will be on the next agenda with bids that were received on the 1st.
  2. Surplus Equipment
    1. Discussion of surplus of equipment for Public Works
      1. The mowers are the main surplus items. They will be traded in for better and new mowers.
  3. Grant Writer
    1. Introduction of Sara Byard Consulting, LLC
      1. Ms. Byard has been meeting with city leaders and nonprofits in the city today.
  4. Mayor Draper discussion items (tabled due to Mayor being ill and not at the meeting)

  5. City Manager updates
    1. Homelessness Task Force
      1. Manager Folks is very pleased and satisfied with the task force and the plan to address the homeless issue on a longterm basis. He is also happy with the solidification of relationships on this issue. He also commended the police and sheriff for working with RMC on this matter. He acknowledged that this isn’t a quick fix, but it important that Anniston is taking the lead on a subject that is really a regional issue and not just a city issue.
      2. The task for is looking at the numbers and will start reporting on a regular basis with details such as cost analysis and specific suggestions.
    2. City of Anniston Mission Statement
      1. Mr. Folks challenged the citizens come up with a mission statement and then he sent ideas out for review to the council.  The final idea with be sent out and will be on the 15th at the work session agenda for a kickoff for City marketing. All the drafts will be sent to the council prior to the meeting so there is time for review.

    • Dr. Margaret Bateman of Cheaha Area Regional Emergency Specialists was introduced by Councilwoman Millie Harris as a local hero. She was dubbed as “one of the most brilliant medical minds in this community.” She trains young physicians. She also is “one of the finest human beings” that Councilwoman Harris knows.

    • Resolution over-ruling objections to the abatement of identified nuisances Group 2022-01
    • Resolution declaring various vehicles and pieces of equipment as surplus and authorizing the sale
    • Resolution authorizing a Professional Engineering Services Agreement with Gonzales – Strength & Associates, Inc.
    • Resolution authorizing a Professional Services Agreement with Sara Byard Consulting, LLC
    • Motion to approve the bids for demolition of ten (10) substandard structures to EMTEK in the amount of $34,000.00 for five (5) structures and to Teague Hauling & Demolition in the amount of $40,000.00 for five (5) structures utilizing CDBG funds for a total of $74,000.00

  • Public Comments
    • Travis Bradford wanted to address the good things that the council is doing for the city. He did have one concern and so he presented a proposal and packet to be reviewed by the council so they could discuss it in detail with him later on.
  • Council Comments
    • Councilman Jenkins – No Comments
    • Councilman Roberts wanted to say how glad he was to see everybody here. He reminded the Bateman’s that his nephew played sports with their children and they were just the nicest people. He also thanked Dr. Bateman for the prayer. He also wanted to ask “that we start the month with love. and to please take care of yourselves.” He also mentioned the push to make citizens more self-sufficient and to use the website, but please reach out if you need anything.
    • Councilwoman Harris wanted to reiterate what Councilman DD said. She felt that the prayer was one of the most beautiful prayers she has ever heard. She also apologized for forgetting to mention the Bateman’s son.
    • Councilman Smith thanked Dr. Bateman for her prayer and thanked Councilwoman Harris for her selection of Dr. Bateman for the invocation. She also wanted to thank Mr.Bradford for speaking at the meetings. It is rare that people come in with a complaint and a proposal. She gave him her word she would look over it. She also thanked all for coming. She thanked those that attended the ward 3 townhall also. She is excited by all the people who want to be involved.
