    • Public Hearing – to consider a zoning request from Marcella Fox to rezone property located at 432 Mahaffey Road from Agricultural District (AG) to Manufactured Home District (MH)
      • Mrs. Fox and her daughter were present and requested the change.
    • Public Hearing – to consider a zoning request from Cale and Breanna Smith to zone property located at 1950 Peaceful Valley Road as Agricultural District (AG)

    • Ordinance No. 2024- 13 – Ordinance rezoning property located at 432 Mahaffey Road from Agricultural District (AG) to Manufactured Home District (MH) – Unanimously Approved

    • Ordinance No. 2024- 14 – Ordinance zoning the property located at 1950 Peaceful Valley Road as Agricultural District (AG) – Unanimously Approved 
      • A certain parcel of land lying in Sections 33 and 34, Township 16 South, Range 6 East; said parcel being more particularly described as follows: Beginning at the described Southwest corner of the SE ¼ of the Se ¼ of Section 33; thence north 43 degrees 57 minutes east 791.84 feet to a 3/8 inch rebar on the observed north right of way of Peaceful Valley Road and the true point of beginning of the hereafter described Tract A; thence North 62 degrees 56 minutes 21 seconds east along said ROW line 4487.16 feet to a capped rebar; thence north 00 degrees 57 minutes 00 seconds west and leaving said ROW line 685.67 feet to a capped rebar; thence due west 437.50 feet to a ½ inch pipe; thence south 00 degrees 57 minutes 00 seconds east 907.32 feet to the true point of beginning. Containing 8.00 acres, more or less; subject to any easement assigned to the utility crossings of said parcel. Situated, lying and being in Talladega County, Alabama.
    • Ordinance No. 2024- 15 – Ordinance amending Chapter 22, Article X, Section 22-329, “Massage Therapy Establishments” of The Code of Ordinances of the City of Oxford. – Unanimously Approved
      • Section 1.
        • That Chapter 22, Article X, “Massage Therapy Establishments”, Section 22-329, “Treatment” of “The Code of Ordinances of the City of Oxford, Alabama, is hereby amended in its entirety as follows:
          • Sec. 22-329. – Treatment.
            • “No massage therapist or other employee or attendant in any massage therapy establishment shall apply or administer any massage or other treatment to any person behind locked doors.”
    • Ordinance No. 2024- 16 – Ordinance adopting the State Sales Tax Holiday for 2024 (July 19-21) – Unanimously Approved 
      • In conformity with the provisions Act 2017-120 enacted by the Alabama Legislature during the 2017 Regular Session, providing for a State Sales Tax Holiday, the City of Oxford, Alabama, exempts “covered items” from municipal sales and use tax of 4 percent (4%) during the same period, beginning at 12:01 a.m. on the third Friday in July 2024 (July 19, 2024) and ending at twelve midnight the following Sunday (July 21, 2024).
    • Consent Agenda – Unanimously Approved 
      • Resolution No. 2024- 47 – Resolution reappointing Bill Williams to the Regional Medical Center Board for a two-year term expiring May 31, 2026.
      • Resolution No. 2024- 48 – Resolution declaring certain vehicles/equipment surplus and authorizing their sale/disposal.
      • Resolution No. 2024- 49 – Resolution reappointing Linda Rinehart to the Oxford Library Board for a three-year term expiring May 14, 2027.
      • Resolution No. 2024- 50 – Resolution reappointing Tony Bolton, 178 Anna Brook Lane, to the Oxford Board of Education for a five-year term expiring May 31, 2029.
      • Resolution No. 2024- 51 – Resolution authorizing a Facility/Meeting Space Rental Agreement between the City and the Talladega Superspeedway LLC for the NJCAA Division I Softball Dinner/Banquet.
      • Resolution No. 2024- 52 – Resolution authorizing the Mayor to enter into a Construction Contract Agreement with Dialed Dirt for the construction of three (3) jump lines for the Oxford Bike Park at the Civic Center/Oxford Lake in the total amount of $95,000.00.
      • Resolution No. 2024- 53 – Resolution awarding bid for the purchase of Christmas Lights and Decorations for the Oxford “Festival of Lights” Light Show to Street Décor, Inc. in the total amount of $126,386.78.
  • Council Comments/Reports
    • Councilman Henderson thanked all the employees for their continued hard work at the Park and through al the successful tournaments. He also noted the Vision One event that was conducted. He also congratulated the graduates from the Bridge Fire Program.
    • Councilman Waits noted the passing of several key members of the Oxford Community and shared how much they would be missed.
  • Mayor’s Comments
    • Echoed the comments on Vision One and what a great job the students did not only in Oxford, but in spreading the work for the region.

  • Motion to adjourn into Executive Session – Unanimously Approved
