- Proclamation – Billy Grizzard
- The proclamation is honoring 44 year career in community service. Mr. Grizzard began his career in 1978 in land surveying. Mr. Grizzard has been a member of Alabama society of professional land surveyors for 30 years and served as national director for six years. He has served as Oxford’s representative for the Regional Medical Center board of directors for 10 years and three years as the chairman. He has supported and have been involved with numerous civic and nonprofit organizations, including the Calhoun County bingo committee, Oxford baseball for youth, Oxford Jaycees club, Oxford Planning Board, and the Oxford Rotary Club. Upon his retirement he will be missed by colleagues and merchants in historic downtown Oxford.
- Main Street Presentation – Award of Excellence in Preservation – Daughters of the American Revolution and Daughters of 1812
- The Daughters of the American Revolution and Daughters of 1812 initially planned to rededicate the existing marker and unveiled a new marker during the summer of 2020 at Simmons Park in historic downtown Oxford. However, with the outbreak of the pandemic, it was decided to move the ceremony to a later date. The existing marker was originally placed in September 1919 as a drinking fountain for the public to commemorate General Andrew Jackson, and the soldiers from the Alabama and Tennessee to fall during the War of 1812. Over the course of 100 years, the marker was moved around Simmons Park and converted from a drinking fountain to simply just a historic marker. During March 2022 ceremony a new marker was unveiled and dedicated to the memory of those who served during the War of 1812. In recognition of their preservation efforts, Main Street Alabama ordered the Daughters of the American Revolution Daughters of 1812, the award for the 2022 Excellence in Preservation.

- Resolution No. 2022 – 119 – Resolution authorizing an appropriation in the amount of $1,855,450.00 to the Oxford Water Works and Sewer Board for utilities expansion on Leon Smith Parkway from Boiling Springs Road to Friendship Road.
- The breakdown of expenses is $890,000 for sanitary sewer expansion, $65,000 for Erosion Control, $75,000 in engineering, $22,000 for layouts, $178,000 for contingency (mobilization/rock/materials/pumps).
- Resolution No. 2022- 120 – Resolution awarding the bid for bituminous concrete asphalt purchases for FY 2023 to Vulcan Materials Company.
- Resolution No. 2022- 121 – Resolution awarding the bid for guardrail purchases for FY 2023 to Alabama Guardrail
- Resolution No. 2022- 122 – Resolution awarding the bid for traffic striping purchases for FY 2023 to Ozark Striping. for the purchase of traffic striping and pavement markers, all to be used over the period of the next 12 months.
- Resolution No. 2022 – 123 – Resolution authorizing the mayor to execute an agreement with CDG, Inc. for professional engineering services performed relative to the design of resurfacing and drainage improvements along Bynum Cutoff Road in the amount of $410,780.00.
- The full funding costs was supplied by monies the city will receive from EDA Economic Adjustment Assistance grant total $1.5 million.

- Council Comments/Reports
- Councilmember Hubbard requested that information be shared an another grant that the city received. The city was awarded a $500,000 community development grant from ADECA for housing demolition, structure removal, and drainage improvement in the downtown area.
- Councilmember Henderson praised the success of Oxfordfest and appreciated all those that worked on it.

- Set a Public Hearing for October 25, 2022, to consider the following requests which were approved by the Oxford Planning Commission at their September 6, 2022 meeting: To amend the Zoning Ordinance, Article 3, Section 3.10, Accessory Structures
