Oxford, AL – On June 14th the Oxford City Council held their regular city council meeting.

  •  Call to Order

  • Welcome/Invocation – Charlie Birchfield, Antioch Baptist Church

  • Approval of Minutes of May 24, 2022 – Unanimously Approved 
  • Old Business
    • Resolution No. 2022- 52 – Resolution authorizing the Mayor to execute an agreement with KPS Group, Inc. to update the City’s Zoning Ordinance in the total amount of $21,505.00 – Unanimously Approved 
      • This was a resolution that was tabled previously that has come back for a vote.
  • New Business
    • Public Hearing – to consider a zoning request from GC Group Holdings to rezone property located on Carterton Heights from Agricultural District (AG) to Planned Development District (PD-1) – No Comments
    • Public Hearing – to consider a zoning request from Hau Le and Hoan Nguyen to rezone property located at 1831 U. S. Highway 78 East from Manufactured Home District (MH) to Central Business District (CBD) – No Comments
    • Public Hearing – to consider a zoning request from Danny Burrows to rezone property located at 0 U. S. Highway 78 West (Parcel# 2207350004039000) from Residential 1 District (R-1) to Residential 2 District (R-2)
      • Shirley Gibson spoke to say she was against the change. She stated she and her neighbors have worked hard to become homeowners and this change will decrease property values and she doesn’t want to see it happen.
      • Danny Burrows the owner or the property spoke and just said he didn’t have anything to add.
    • Public Hearing – to receive comments on the condemnation notice sent to Jose Manuel Vazquez and the Alabama Department of Revenue for a structure located at 1603 Beck Road to show cause, if any, as to why the structure located on the property should not be condemned. – No Comments
    • Ordinance No. 2022 – 25 – Ordinance rezoning property located on Carterton Heights from Agricultural District (AG) to Planned Development 1 District (PD-1) – Unanimously Approved 
    • Ordinance No. 2022 – 26 – Ordinance rezoning property located at 1831 U. S. Highway 78 E. from Manufactured Home District (MH) to Central Business District (CBD) – Unanimously Approved 
    • Ordinance No. 2022 – 27 – Ordinance rezoning property located at 0 U. S. Highway 78 W. (Parcel #2207350004039000) from Residential 1 District (R-1) to Residential 2 District (R-2) – No motion was made for unanimous consent so no action will proceed. It can be brought before the council again. 
    • Resolution No. 2022 – 60 – Resolution condemning the structure located at 1603 Beck Road. – Unanimously Approved 
    • Consent Agenda – Unanimously Approved 
      • Resolution No. 2022- 61 – Resolution authorizing the Mayor to execute documents pertaining to the CDBG/Arc Project for the I20 and Exit 185 Interchange Infrastructure Improvement Project
      • Resolution No. 2022- 62 – Resolution declaring certain vehicles/equipment surplus and authorizing their sale/disposal.
      • Resolution No. 2022- 63 – Resolution authorizing the Mayor to enter a Preliminary Engineering, Right-of-Way Acquisition and Construction Agreement with ALDOT for the intersection improvements at U. S. Highway 78 and Leon Smith Parkway and intersection improvements at U. S. Highway 78 and Sunny Eve/DeArmanville Roads
      • Resolution No. 2022- 64 – Resolution authorizing the Mayor to enter an agreement with ALDOT for aid in the financing of a Section 5310 transportation assistance project.
      • Resolution No. 2022- 65 – Resolution authorizing the signing of a lease agreement.
      • Resolution No. 2022- 66 – Resolution authorizing signing of a contract for water light design.
      • Resolution No. 2022- 67 – Resolution authorizing approval to add water and lights to Leon Smith Parkway.
      • Resolution No. 2022- 68 – Resolution authorizing CDG to apply for a 80/20 grant.
  • Council Comments/Reports
    • Councilman Henderson thanked the Mayor for remembering Flag Day and displaying the flags.
  • Mayor’s Comments
    • The Mayor thanked the staff for their hard work in coordinating the recent tournaments and events at Choccolocco Park. He also mentioned the upcoming Choccolocco Monster events for military and 1st responders. The 4th of July fireworks show is coming up soon, and the USA/Japan Softball exhibition is coming up. The Australian 2 day event is coming up and the is 4 teams and 6 games. Tickets are $20. The Piano competition is going to be at OPAC and there will be 24 students competing ranging in age from 10-26. Also this weekend there will be 180 teams coming in for the USSSA Youth Baseball Championship.
    • Lorie Denton added that industry tours will be staring back with Dr. Stanley and 400 educators will be participating. Currently there are 18 industries involved.
