RECORD OF DECISION FOR THE FORMER 600 AREA MOTOR POOL SITE

The Army National Guard (ARNG) has issued the Record of Decision for the Former 600 Area Motor Pool Site located at the FM-ARNGTC in Anniston, Alabama. Historical information related to the use of the Former 600 Area Motor Pool Site indicated the site was used as a golf driving range and a light maneuver training area that did not involve the use of munitions. While these uses do not indicate  munitions have been used at the site, several types of munitions debris (MD) and unexploded ordnance (UXO) items were discovered during construction of the motor pool in 1993, additional MD and UXO items were removed during the investigation and remediation of two soil piles in 2000, and more MD and UXO items were removed during construction of the Readiness Center at the 600 Area Motor Pool site in 2007. In the August 2006 Site Inspection, the presence of UXO and MD were attributed to fill that was imported to the site in 1993 in preparation for construction of the Motor Pool parking lot. The fill material, which came from several overlapping historical weapons training ranges in the northern portion of the former Fort McClellan, was placed in lifts, and the total depth of fill varied from about 1 foot to about 7.5 feet (ft) below ground surface (bgs). Because the UXO removals that have occurred were done from the surface of the soil to a maximum depth of 3 ft bgs, the potential remains that there may be UXO remaining on site in the fill areas at depths ranging from approximately 3 to 7.5 ft bgs.

Because there is a potential for Munitions and Explosives of Concern (MEC) or MD to be present at the former 600 Area Motor Pool Site at depths ranging from approximately 3 to 7.5 ft bgs, a Probability Assessment was performed. The Probability Assessment evaluates the probability of encountering MEC.  The outcome of the Probability Assessment for encountering MEC is low from 0 to 3 feet bgs and moderate to high over 3 feet bgs.

The Record of Decision for the Former 600 Area Motor Pool Site summarizes the Selected Remedy of Land Use Controls (LUCs), which focuses on reducing human exposure to MEC by managing the activities occurring at the former motor pool. LUCs will restrict activities for installation personnel, construction, and maintenance workers, and groundskeepers conducting intrusive work deeper than 3 ft bgs. Five-year reviews will be conducted to re-evaluate site conditions to ensure the LUCs remain effective in controlling potential explosive hazards.

Representatives of the Alabama Department of Environmental Management concur with the selection of Land Use Controls as the Selected Remedy. The Record of Decision for the Former 600 Area Motor Pool Site has been placed in the Administrative Record at the Jacksonville State University (JSU) McClellan Center Library at 100 Gamecock Drive, Anniston, Alabama 36205 and is available for public inspection.
