RECORD OF DECISION FOR THE FORMER TRAP AND SKEET RANGE

Bear and Sons

Fort McClellan Army National Guard Training Center (FM-ARNGTC)

The Army National Guard (ARNG) has issued the Record of Decision for the Former Trap and Skeet Range located at the FM-ARNGTC in Anniston, Calhoun County, Alabama. The Former Trap and Skeet Range is a historical Morale, Welfare, and Recreation shotgun trap and skeet range. It is not known how long the Former Trap and Skeet Range was used, but the target throwing equipment was removed in 1988 and the range was then re-purposed for other military uses. The primary chemical constituents found at trap and skeet ranges are lead from lead shot pellets and polycyclic aromatic hydrocarbons from clay targets.

The Record of Decision for the Former Trap and Skeet Range summarizes the Selected Remedy of Land Use Controls, which will prohibit residential land use. The Selected Remedy will include institutional controls including the restriction of current and future use of the site to commercial and industrial use only. Administrative use controls will reduce the risk of exposure to contaminants of concern in soil. No groundwater contaminants of concern were identified. Effectiveness of the Selected Remedy will be ensured by continued future implementation and inspections by ARNG and, as required under the Comprehensive Environmental Response, Compensation, and Liability Act and the National Oil and Hazardous Substances Pollution Contingency Plan, a review of the remedy will be conducted every five years to determine whether it is protective of human health and the environment.

Representatives of the Alabama Department of Environmental Management concur with the selection of Land Use Controls as the Selected Remedy. The Record of Decision document has been placed in the Administrative Record at the Jacksonville State University McClellan Center at 100 Gamecock Drive, Room 1145, Anniston, Alabama 36205 and is available for review.
