WASHINGTON, D.C. — U.S. Representative Mike Rogers (AL-03), Chairman of the House Armed Services Committee, expressed support for the bipartisan committee passage of H.R. 3838 — the Streamlining Procurement for Effective Execution and Delivery and National Defense Authorization Act for Fiscal Year 2026 (FY26 SPEED and NDAA).
The legislation aims to modernize and reform the U.S. defense acquisition process. According to supporters, the bill is designed to improve efficiency by reducing bureaucratic obstacles and promoting innovation in military procurement. Key provisions include efforts to cut red tape, accelerate delivery of critical resources to servicemembers, and enhance the quality of life for military personnel.
Rep. Rogers emphasized the need for an agile and innovative military in the face of evolving global threats. He noted that the FY26 NDAA continues reforms initiated in earlier legislative efforts, with a focus on revitalizing the defense industrial base and ensuring readiness.
