- Eastwood Preservation Committee – Jennifer Sims spoke regarding the former school building that is currently closed. Councilman Taylor asked if the Board of Education had been approached. Also discussion was held on looking at grants to get the building up to code and exploring various options. The Eastwood Preservation Committee had a few ideas to potentially use the building for as well:
- After school tutoring faculty for children in the Eastwood community
- Utilize the property as a community meeting place
- Overflow gym area for the Community Center
- Area for blood drives and health fairs.
- Head Start partnership with the city for childcare, teaching, and learning center
- Boys and Girls Club
- Historical Artifact Room
- Resolutions – Discussion was held confirming the decision to extend these moratoriums and vote in them at tonight’s meeting.

- Bailiff for Municipal Court Discussion – Albertha Grant, City Administrator, spoke regarding the contract Bailiff position.The person who had held this position since 2015 is on extended medical leave. Options are now being considered on how to maintain this position.
- Officers could be utilized who happen to be in the courtroom. A downside is that this only one out of the four Tuesdays actually has officers in the courtroom.
- An officer could be assigned the bailiff duty.In the past this has been an issue because officers are on call and have ongoing cases and occasionally couldn’t come.
- An officer from the correction department could be assigned, but the city has been told they do not have the authority to arrest anybody. Also this officer would have to be done with shift at 3:00 pm.
- Paying overtime for an off duty officer to work in the courtroom. The cost for this would actually exceed the $20/hr rate of pay for the existing bailiff position.
- Another option is not to utilize the bailiff position, but this causes concern for the safety of staff in the courtroom.
- A request is being made to allow a contract to be offered to a Mr. Sampson, retired police officer, to perform these duties. He has maintained his certification to be able to perform these duties. The contract would include a clause to allow for a 30 day cancellation policy if the medical leave ends and the former person would like to continue in his position.
- Voting Delegates for Alabama League of Municipalities (ALM) Annual Business Session and Proxy for Alabama Municipa Insurance Corporation (AMIC) Annual Meeting – Delegates among the Mayor and Council members were designated dates.

- The city attorney wanted to speak about the ByWater software contract for the library. A request was made to remove it from the agenda because no bid was submitted. There were also some provisions that were concerning and further review is needed.
- The Church Street paving budget issue. The original estimate was the city’s contribution was $223,000. The most recent estimate is showing he city’s contribution at $360,000. This is a considerable increase. No action is need, but the Council is now aware.
- A discussion was held to add additional areas of land within Jacksonville that need to be cleared of debris to be included in the bidding process that is being considered. It can be put on hold and considered at a later date, but it may be more cost effective to include them in the bid process.
- The Fire Chief job was approved so the process is beginning to start for that job opening.
- Whites’ Gap and Henry roads are being looked at to add for future projects. The estimate is for White’s Gap is $252,000 and for Henry Road it is $162,000.
- Request to remove the action to consider allowing the Mayor, on behalf of the Water Works, Gas and Sewer Board, to sign the Annual End User License Agreement with Local Government Corporation for Payroll Software
- A discussion was held to add stump removal to the bidding process in addition to tree clearing.

- VeoRide numbers are still increasing. 139 total paid users. 934 have downloaded the app. Anticipation is only that it will increase as the weather continues to improve.
- Saturday, March 16, 2019 will be the Tornado Anniversary Event at Jacksonville Community Center 5:00-7:30 pm.This is a free event with food and music.
- Take Pride in Jacksonville Day will be April 27, 2019.
- Fair on the Square will also be April 27, 2019.

- Councilman Harrell spoke and offered prayers and heartfelt thought for Lee County residents and all the tornado victims.
- Councilman Sudduth reminded all of the “rethink Before You Drink” Event on March 20, 2019 at 1:00 pm at the TMP Auditorium at JSU.
