    1. Regular Scheduled City Council Meeting – Tuesday, October 26, 2021
  1. Department Reports
    1. Public Works Department – Director Joey Conger
          1. As of last Tuesday the Emergency Response required by the EPA was completed. The council had previously approved $35,000 for this task and it was completed for $0. 
    2. Police Department – Chief Wayne Bush
      1. The written report for September was submitted.
      2. Approval is being sought because the Anniston Police Department has requested off duty officers to work extra hours at Stringfellow Hospital. After discussion the council determined with the condition of off duty insurance comparable to Anniston’s requirements would be required. – Unanimously Approved
      3. A request was made for the purchase of two drones up to $10,000.  – Unanimously Approved
    3. Fire Department/Code Enforcement – Chief Brian Bunn – no report
    4. Administrative Department – City Clerk/Treasurer Chasity Whetstone – no report
  2. Council Reports
    1. Councilmember Clint Burns – no report
    2. Councilmember Tim McRae
      1. The Clean Up Weaver Project is moving forward and supplies should be in hand on Friday of this week.
    3. Mayor Pro-Tem Jeff Clendenning – Weaver and White Plains bands have both been confirmed for the upcoming Christmas Parade.
  3. Old Business
    1. Canyon Engineering-Chuck Chitwood – Water Project Update
      1. Mr. Chitwood presented three options for the water project. One option included the generator, pump, and tank. The other two proposals had separate purchases and not all together. After discussion the council decided to proceed with the bids for a generator for Well 3 to move forward immediately. The pre-application will then be started to apply for a SRF loan. The loan rate is currently set at 1.99% interest rate for 20 years. – Unanimously Approved
    2. East Alabama Regional Planning and Development Commission – Comprehensive Plan – Unanimously Approved
      1. This matter was previously discussed with Jason Harden. The cost for this plan will be $15,000 over two years. 
    3. City of Weaver Website – Unanimously Approved with Mayor Willis abstaining
      1. JLM Communications will build a new website for the city. 
    4. Disc Golf Proposal – Unanimously Approved
      1. EndZone Disc Golf will complete this course. They require 20% upfront payment.
    5. Pet Tethering Ordinance – Tabled 

 

New Business

    1. Resolution#2021-12 – Approving the Sale of Alcohol by SmartMart, LLC – Unanimously Approved

 

  1. Spirit of Weaver Committee Report
    1. Parade Ornaments are needed. There will be a cost of approximately $75.
    2. Two bands have been confirmed.
    3. Tim McRae will in charge of parking and starting the parade. 
    4. All council members should work on gathering a crew to work on individual jobs.
    5. Grand Marshall was discussed and the Band director will be asked.
    6. Santa has been confirmed to be present for the parade.
    7. The Mayor will attend the Jacksonville Parade and hand out fliers for the Weaver parade.
    8. A decision was made to restore horses from the parade route. 
    9. Chief Bunn will check with the Sheriff about being in the parade with some of his newer vehicles. 
  2. Mayor’s Report – Mayor Wayne Willis
    1. The splash pad materials will be delivered this week. The work should start next week.
    2. The pre-bid meeting was held earlier in the day to start the restroom project. The material costs are up about 37% so the bid prices may be significantly higher than anticipated. 
  3. Public Comments 
    1. Reverend Martin wanted to thank Chief Bush and Chief Bunn for being present at the fall festival. The kids enjoyed their presence very much. She also wanted to let others know of a November 21st event for free meals. This is open to the public from 4:00 pm – 6:00 pm. Officers can also come by for a meal to go if they are on duty.
