Jacksonville City Council Approves Street Grant Application, Policy Updates and Personnel Actions

JACKSONVILLE, AL — The Jacksonville City Council approved a series of resolutions and personnel actions during its June 22 meeting, including a Community Development Block Grant (CDBG) application for street improvements, revisions to employee travel policies, utility-related funding actions, library position updates and public safety personnel changes.

Prior to the regular meeting, council members reviewed several items during a work session, including a website presentation, proposed travel guideline revisions, participation in fire truck antitrust litigation, ordinances concerning vacant and overgrown properties, recreation and library job descriptions, a budget request from Great Things in Jacksonville and discussions regarding outside agencies ahead of a July budget work session.

During the regular meeting, the council added one item to the agenda: acceptance of the resignation of a wastewater operator and water operator effective June 30.

Street Improvement Grant Application Approved

The council conducted a public hearing regarding a Community Development Block Grant application seeking funding to pave five streets in Jacksonville.

Representatives assisting with the grant application explained that the project would address Pennsylvania Avenue Northwest, Quill Avenue Northwest, Oak Avenue Northwest, Georgia Street Northwest and Florida Street Northwest.

The proposed project carries an estimated cost of $555,577. Under the application, grant funding would provide $500,000, with the City of Jacksonville contributing the remaining $55,577.

Officials stated the application is being submitted under the low-to-moderate income benefit category and is expected to serve approximately 160 beneficiaries. They noted that the application remains competitive and funding is not guaranteed. If awarded, construction would likely begin during the summer of 2027.

Following the hearing, the council unanimously approved Resolution R-2320-26 authorizing submission of the grant application.

Travel and Purchasing Guidelines Revised

Council members approved Resolution R-2314-26 revising the city’s travel and purchasing guidelines.

The revisions update reimbursement procedures for employee travel, meals, lodging, mileage and advance travel requests. The policy establishes approval thresholds for travel expenditures, increases certain approval limits for travel-related expenses and outlines documentation requirements for reimbursement requests.

Among the changes, department heads may approve certain travel expenses up to specified limits, while larger expenditures require higher levels of approval. The policy also updates meal and incidental expense reimbursement rates and receipt requirements.

Utility and Infrastructure Actions Approved

The council unanimously approved Resolution R-2317-26 allowing reimbursement of a U.S. Department of Transportation Pipeline and Hazardous Materials Safety Administration grant directly to the Jacksonville Water Works, Gas and Sewer Board.

Council members also approved Resolution R-2318-26 authorizing a franchise agreement between the City of Jacksonville and Comcast of Alabama, LLC.

In addition, the council approved Resolution R-2319-26 rescinding a previous resolution and authorizing a lease-purchase agreement to finance a sewer cleaner truck.

Fire Truck Litigation Agreement Authorized

The council approved action authorizing the mayor to execute a fire truck antitrust litigation agreement.

The litigation involves allegations related to fire truck and firefighting equipment purchasing practices. The agreement authorizes legal representation on a contingency-fee basis for potential claims involving the purchase of fire trucks and firefighting equipment.

Library Positions Updated

Several personnel-related items involving the Jacksonville Public Library were approved.

The council approved amended job titles and descriptions for Library Specialist positions and placed the following employees into those roles:

  • Stephanie Pauley — Library Specialist: Acquisitions
  • Stephanie Surrett — Library Specialist: Cataloging
  • Ryan Fragoso — Library Specialist: Information Technology
  • Karlin Wilson — Library Specialist: Youth Services

Council members also approved an amended job description for Part-Time Library Assistant and placed Marsha Barry and Savannah Mason in those positions.

Additionally, the council approved a new Circulation Manager position and placed Kimberly Spicer in that role.

Recreation Position Updated

The council approved an amended title, range and job description for the Recreation and Special Events Coordinator position and placed Sara Melton in the updated position.

Police Hires Approved

The council approved the employment of two police officers.

Reilly Warren Small was approved for employment as a Police Officer effective June 24, filling a vacancy created by the resignation of Clifton Edwards. Meeting documents noted Small currently serves as a full-time Public Safety Communications Officer.

The council also approved the employment of Eoin Lee Martin Hammonds as a Police Officer, contingent upon compliance with city ordinance requirements. The position fills a vacancy created by the resignation of Taryn Ervin.

Resignation Accepted

The council accepted the resignation of Austin Goodwin, Wastewater Operator III and Water Operator II, effective June 30.

Budget Amendment Approved

The council approved a budget amendment increasing a General Government account by $2,500. The increase is associated with a GTIF Cemetery Project donation and reimbursement for the Chief Ladiga Liberty Ride through an America 250 grant.

Closing Business

No citizens spoke during public comment periods for either agenda items or general comments.

During council remarks, members reminded residents about an upcoming bicycle rodeo scheduled at the community center and noted that a farmers market would also be taking place that morning.

The meeting concluded with all action items receiving unanimous approval.
