ANNISTON, AL – The Anniston City Council formally certified the results of three local elections during their regular meeting on July 2, 2025, confirming new leadership positions for both the city council and school board.
Pre-Meeting Work Session Addresses Board Appointments
Prior to the formal council meeting, city officials held a work session at 5:00 p.m. to discuss several administrative matters and upcoming board appointments that require attention.
Election Manager Designation
The work session confirmed plans to designate the city clerk as the election manager, a procedural matter that would later be included on the consent agenda for the formal meeting.
Board Appointment Challenges
City Manager provided updates on several critical board positions that need to be filled, highlighting ongoing challenges with municipal board staffing:
Main Street Board: Currently needs six appointments to fill vacant positions
Pension & Fire (P&F) Board: Requires one appointment, traditionally filled by someone with relevant financial or pension background
Planning Commission: Faces particular urgency as this board must review certain development matters before the city can proceed with projects this year. The commission currently has only four active members, creating quorum challenges for conducting business.
Staffing Changes Impact Boards
The work session revealed that recent personnel changes have affected board composition. Former Fire Chief Jeff Waldrep, who previously served on the Planning Commission as the designated city staff member, will need to be replaced following his recent passing.
The mayor traditionally serves on the Planning Commission or designates an alternate, and with the recent election results, these appointments will need review and potential updates.
Timeline Considerations
Officials discussed whether to proceed with immediate appointments or wait until after the newly elected officials take office. However, the Planning Commission’s critical role in reviewing development projects means delays could impact city business, making timely appointments essential.
Formal Meeting: Election Results Certified
Following the work session, the formal council meeting convened at 5:30 p.m., where the council unanimously approved resolutions certifying the following election outcomes:
City Council:
- Joe Harrington was certified as the winner for the Ward 3 City Council seat
Anniston City Board of Education:
- Mary L. Harrington was certified for her position representing Ward 3
- Dottie Rimpsey was certified for her position representing Ward 1
All three resolutions passed with unanimous council approval following standard procedural votes.
The meeting, held at 5:30 p.m., was led by Mayor Smith with Pastor Laura Hutchinson providing the invocation in place of Council Member Harris. The council established a quorum with all members present and proceeded through their standard agenda.
In addition to the election certifications, the council also designated the city clerk as the election manager through a resolution on the consent agenda.
During public comments, resident Wenonah Bryant of Knox Avenue addressed the council regarding wildlife management protocols, specifically requesting the city develop procedures for handling erratic wildlife behavior after experiencing an incident with a raccoon in her neighborhood.
Council Comments
Council members used their comment period to thank constituents for community participation and highlight recent successful events, including the Heritage Festival at Zinn Park and alumni weekend activities. They also reminded residents about ongoing farmers market operations and emphasized the importance of community involvement in city governance.
The newly certified officials will begin their terms according to standard municipal election schedules.
