WASHINGTON DC – House Armed Services Committee Chairman U.S. Rep. Mike Rogers (AL-03) released a statement following the House passage of H.R. 3838, the Streamlining Procurement for Effective Execution and Delivery and National Defense Authorization Act for Fiscal Year 2026 (FY26 SPEED and NDAA). The legislation passed with a bipartisan vote of 231–196.
Rogers described the bill as a comprehensive effort to modernize the U.S. military, support servicemembers, and strengthen national defense. “Today’s vote to advance the FY26 NDAA is a vote to modernize our military, support our troops, and restore American deterrence,” he said. “As we face the most complex global threat environment since WWII, it’s critical that the United States has a ready, capable, and lethal fighting force to secure our homeland.”
The FY26 NDAA includes several key provisions:
-
Defense Acquisition Reform: Streamlining Pentagon processes to deliver equipment and technology more efficiently to servicemembers.
-
Servicemember Support: A 3.8% pay raise for all military personnel, along with investments in housing, healthcare, and education.
-
Strategic Priorities: Provisions aimed at strengthening deterrence, revitalizing the defense industrial base, and accelerating innovation.
-
Policy Elements: The bill incorporates elements of President Trump’s “Peace Through Strength” agenda, codifying more than 45 of his executive orders and proposals.
In his statement, Rogers emphasized the bipartisan nature of the measure, calling it a “strong bipartisan bill that delivers for our warfighters and deters our adversaries.”
The legislation will now advance to the Senate for further consideration before potentially reaching the president’s desk.
