Oxford Police Investigator Jaclyn Willis Named Officer of the Year During April 14 City Council Meeting

OXFORD, AL — Oxford Police Investigator Jaclyn Willis was recognized as the 2026 Law Enforcement Officer of the Year by American Legion Post 111 during the Oxford City Council meeting held Tuesday, April 14, 2026.

The presentation took place as part of the council’s regular agenda, where Post Judge Advocate Preston Hale addressed the council and attendees.

“Each year we look at the community and see people who we feel do outstanding work for our community,” Hale said.

The award presented to Willis recognized her “outstanding achievements and unwavering dedication through the performance of your duties,” noting her professionalism and service to the Oxford community as an investigator with the Oxford Police Department.

Willis received a standing ovation as she accepted the plaque. The award was signed by Post Commander and current Oxford Police Deputy Chief Daniel Phipps.

In addition to the recognition ceremony, the council conducted several items of business during the meeting.

Two ordinances were approved unanimously. Ordinance No. 2026-08 adopts the State Sales Tax Holiday for 2026, scheduled for July 17–19. Ordinance No. 2026-09 approves the annexation of property owned by Landon and Kennedy Cates Embry on Gunnels Lane in Talladega County.

The council also approved the full consent agenda by a 5-0 vote. Items included a service agreement with iWorQ Systems for permit and licensing software, amendments to the FY 2026 budget including an appropriation to the Oxford Health Care Authority, and the appointment of Hunter Gentry to the Zoning Board of Adjustments.

Additional approvals included declaring certain vehicles and equipment as surplus for disposal, a short-term rental permit for a property on Hickory Hills Circle, a subdivision plat for Oxford Oaks by GC Group Holdings, LLC, and a vehicle loan agreement between the City of Oxford and Talladega Superspeedway LLC.

A public hearing was also held regarding a notice to remove a public nuisance at 185 Harkins Drive.

The next regular meeting of the Oxford City Council is scheduled for April 28, 2026.
