    • Add: 19a Consider action to authorize the Mayor to sign the Pyrotecnico Agreement, for a total cost of $9,500.00 for the 2022 JaxFest Celebration to be held on July 1, 2022, per the attached.
    • Amend: 20 Consider Action to approve a 2.5% Cost of Living adjustment (COLA) for all General Fund and Water Works, Gas and Sewer board employees and revised pay scales; effective March 30, 2022 per the attached, amend the budget accordingly and request the Civil Service Board’s approval of the same.
    • Amend: 32 Consider a motion to adjourn into an Executive Session under the provisions of the Code of Alabama Section 36-25A-7(a)(3)(b) to discuss with the attorney the controversies not yet being litigated but imminently likely to be litigated and Section 36-25A-7(a)(7) to discuss preliminary negotiations involving matters of trade or commerce to which said discussion outside of Executive Session would have a detrimental effect upon the particular trade or business.

  • Consider action to accept the Planning Commission Report regarding a Zoning Amendment to amend a portion of Section 24-281 (Requirement) to Chapter 24-Zoning, Article IV – Off-Street Parking and Loading and schedule a Public Hearing for May 9, 2022, at 7:00 p.m. regarding same. – Unanimously Approved
  • Consider action to approve Amendment No 2 to JPWP#21-100, Resurfacing Henry Road, SW and Country Club Drive, SW to Fairway Drive, SW, per the attached. – Unanimously Approved

  • Consider action to authorize the Mayor to sign the revised Groundwater Monitoring Agreement with S&ME, Inc., per the attached. – Unanimously Approved
  • Consider action authorizing the Mayor, on behalf of the Water Works, Gas and Sewer Board, to sign the Gas Leak Survey Agreement with Surview Field Services, per the attached. – Unanimously Approved
  • Consider action to authorize the Mayor to sign the Memorandum of Understanding with FINDER Software Solutions, LLC, per the attached. – Unanimously Approved
  • Consider action to approve the Annual Participation in the State Plan of Operation (SPO) with the State of Alabama Department of Defense for so long as this SPO is extended and authorize the Chief of Police to sign the each annual agreement, per the attached. – Unanimously Approved

  • Public comments for general items.
    • Marita Watson I am a board of education member. I want to the thank the City Council for implementing and offering the scholarships. There are five $1000 scholarship available.  I don’t know of any other city that does that. Another thing is the pond looks so nice with the walking track. I know the council worked so hard to improve this area and it looks very nice. I was also thinking of we have a sidewalk come down that would be such a great opportunity for our community. We cuddle even extend it to the high school so the students could walk there and be safer.
    • Chief Kadle wanted the thank the city council for the pay increase and for the vote that was made tonight.
    • Chief Wood would like to echo said about the city council and Mayor. He thinks this will be a game charger for the police so thank you for supporting all the city employees and first responders.
  • Council Member Remarks.
    • Andy Green said that he wanted to not the anniversary of the tornadoes and was so glad there was no loss of life, but please remember all that are still struggling with recovery. He also wanted to thank the first responders. The words “Jacksonville Strong” was hear often and they are still true.
  • Mayor’s report.
    • Thank you Marita for the kind words.
    • JHS Celebration is Sunday, April 3.
    • Utility office will be moving next week to the temporary location.
    • April 15th is Good Friday and the city offices will be closed.
    • Take Pride in Jacksonville is April 16th.
