WASHINGTON — The U.S. House of Representatives has passed H.R. 8800, the National Defense Authorization Act (NDAA) for Fiscal Year 2027, legislation that authorizes defense programs and funding priorities for the coming fiscal year.
Following the bill’s passage, House Armed Services Committee Chairman Rep. Mike Rogers (R-AL) released a statement highlighting the measure’s provisions and its impact on Alabama’s military installations and defense infrastructure.
“Our national security depends on a ready, capable, and well-equipped fighting force backed by a robust and innovative defense industrial base,” Rogers said. “The FY27 NDAA delivers that. This is a strong bill that builds on President Trump’s Peace Through Strength agenda, supports servicemembers and military families, and gives our warfighters the resources they need to fight and win.”
Rogers said the legislation also focuses on strengthening the nation’s defense industrial base through investments in manufacturing facilities, depots and shipyards.
According to Rogers’ office, the House-passed legislation includes several provisions affecting Alabama military installations and defense facilities.
At Anniston Army Depot, the bill authorizes:
- $53 million for an access control point.
- $5.4 million for a consolidated shipping and receiving facility.
- $4.94 million for a welding shop.
At Redstone Arsenal, the legislation includes:
- $250 million for a Space Force operational facility.
- $450 million for U.S. Space Command headquarters.
- $2.05 billion in authorized Air Force construction.
- $90 million for a power generation and microgrid installation.
- $90 million for the Power Generation and Microgrid Investment Program.
For Maxwell Air Force Base, the bill provides:
- $44 million for an elementary and middle school addition.
- A provision prohibiting the discontinuation of educational and developmental intervention services provided by the 42d Medical Group.
- $65 million through the Military Housing Privatization Initiative restructure for Air Education and Training Command Group II.
- $44 million in Defense Agencies military construction authorization for projects at the base.
The legislation also authorizes $57 million for an Army Reserve Center, Army Maintenance Support Activity and land acquisition project in Birmingham.
Funding supporting aviation programs associated with Fort Rucker includes:
- $289.3 million for new UH-60 Black Hawk procurement.
- $35.1 million for the Black Hawk Product Improvement Program.
- $591.6 million for new CH-47 Chinook procurement.
- $108.4 million for CH-47 cargo helicopter modifications.
- $168.4 million for MH-47 Chinook helicopters for special operations aviation.
- $7.3 million for the Chinook Product Improvement Program.
- $125 million for UH-72 Lakota utility helicopter modifications.
According to Rogers’ office, the FY27 NDAA also includes provisions aimed at revitalizing the defense industrial base, improving quality of life for servicemembers, restoring military capabilities, strengthening deterrence, reducing waste, fraud and abuse, and codifying more than 65 executive orders and legislative proposals from the Trump administration.
The National Defense Authorization Act establishes defense policy and authorizes military programs and spending levels but does not itself provide funding. Separate appropriations legislation is required before funds can be distributed.
