Jacksonville City Schools Board Approves Budget, Discusses Facility Improvements at August Meeting

JACKSONVILLE, AL – The Jacksonville City Schools Board of Education convened for their regular monthly meeting on Monday, August 19, 2025, at the Central Office Boardroom to address financial matters, personnel decisions, and ongoing facility improvements across the district.

The Finance Director presented the July 2025 financial report, revealing a combined reconciled balance of $6,995,051.39 across all operating accounts for the Jacksonville City School System. The district processed $681,972.71 in accounts payable during July, with a significant portion ($462,562.57) allocated to construction projects.

The financial statements showed the district operating at a $951,000 revenue shortfall year-to-date through July, compared to a budgeted deficit of $1.2 million for fiscal year 2025. Board members discussed how the elimination of federal ESSER funds has impacted the budget while the district maintains staffing levels hired during the pandemic relief period.

“We’ve kept all those people that we hired back when we had that special money,” explained Superintendent Dr. Barber, noting the district will utilize reserve funds to cover the anticipated shortfall.

Superintendent Dr. Barber provided updates on multiple capital improvement projects, highlighting that the new performing arts building (band room) is scheduled for final inspection on August 20. The facility will be showcased at the next board meeting with a public reception featuring the jazz band.

The board also approved the 2025-26 supplement schedule, with board members noting this marks the first time in recent memory that all supplemental positions have been filled at the start of the school year.

Infrastructure and Safety Improvements Continue

Dr. Barber detailed several completed summer projects, including HVAC upgrades at the high school featuring a new chilling tower installed by Schneider Electric. The district also completed stair tread replacements and constructed new facilities including a band tower and batting facility for girls’ athletics – the latter funded entirely through donations.

At Kitty Stone Elementary, drainage issues affecting the playground were identified as a priority concern. An engineering assessment revealed water runoff problems that frequently render playground equipment unusable after heavy rains. The superintendent indicated plans to work with architects and engineers to develop solutions.

Expanded Career Training Opportunities

The district has entered into partnerships to expand career training options for high school students. Through a consortium agreement, Jacksonville students now have access to advanced manufacturing courses at the Calhoun County Career Tech Center, with transportation provided.

Students also continue participating in programs at Gadsden State Community College’s Ayers Campus, taking courses in welding, cosmetology, diesel mechanics, and auto body repair. Additional partnerships with Create Academy and Honda manufacturing provide further career pathway options.

Parking and Facilities Assessment

A comprehensive parking study conducted by Dr. Barber revealed adequate capacity during regular school days, with 40-50 vacant faculty spaces and approximately 30 student parking spaces available mid-day at the high school. However, the study identified Kitty Stone Elementary as having the greatest parking demand, with only seven available spaces during peak times.

Technology Integration Success

The superintendent reported positive results from the implementation of the state’s FOCUS Act, which restricts student device usage during school hours. “The kids have just… I walk into a classroom, they wave at me, I listen to them at lunch, and they’re talking to each other,” Dr. Barber observed, noting improved student engagement and social interaction.

Personnel and Recognition

The board approved personnel recommendations for positions across the district. The meeting also highlighted upcoming recognition events, including a September 7 ceremony honoring the Jacksonville Integration Trailblazers, commemorating 60 years of school integration in the district.

Upcoming Events and Meetings

The board confirmed two September meetings: September 4 at 6:00 p.m. and September 8 at 5:30 p.m., before returning to their regular schedule. The district’s first home football game against Etowah is scheduled for Friday, August 23, with a “Meet the Golden Eagles” event planned for August 22 at 7:00 p.m.

The Jacksonville City Schools district serves students from pre-K through 12th grade and continues to focus on providing comprehensive educational opportunities while maintaining fiscal responsibility during challenging budget periods.
