Jacksonville, AL – Jacksonville State University’s Victory Workforce Development Services has been formally inducted into the Department of War’s Military Spouse Employment Partnership (MSEP) during a two-day ceremony in Washington, D.C., marking a national recognition of the university’s ongoing support for military spouses and their families.
The Military Spouse Employment Partnership is a national initiative designed to connect military spouses with employment opportunities, career development resources, and long-term economic stability. Acceptance into the program requires a comprehensive vetting process, with a limited number of employers, nonprofits, and educational institutions selected annually.
Victory Workforce Development Services Specialist Christine Franklin, an Air Force veteran, said the designation represents both a professional and personal milestone.
“As an Air Force Veteran, this moment is deeply personal to me,” Franklin said. “Being inducted into the Department of War’s Military Spouse Employment Partnership is not just a professional milestone for Victory Workforce—it represents our unwavering commitment to the families who stand behind those who serve. Military spouses make incredible sacrifices, and this partnership allows us to expand meaningful career opportunities that honor their resilience, talent, and dedication. I am incredibly proud of our team and our partners, including Jacksonville State University, for standing together in support of our military community.”
Representatives from Victory Workforce and Jacksonville State University President Dr. Don C. Killingsworth Jr. traveled to Washington, D.C., to participate in the induction events, officially joining a nationwide network focused on strengthening employment opportunities for military spouses.

In addition to its MSEP designation, Victory Workforce is also a partner in the Spouse Ambassador Network, further supporting military spouses through advocacy, workforce development, and community engagement initiatives.
Victory Workforce Development Services serves as a key component of Jacksonville State University’s broader efforts to support veterans, service members, and military families by providing workforce training, career readiness programs, and employment support across the region. Its induction into the Military Spouse Employment Partnership places the university among a national network of organizations working to improve economic outcomes for military spouses.
