Calhoun County, AL – The Calhoun County Sheriff’s Office has announced the promotion of William Carl “Carl” Moses to the position of Chief Deputy, placing him second-in-command of the agency and entrusting him with broad operational and strategic oversight responsibilities.
As Chief Deputy, Moses now oversees strategic development and daily operations across the entire Sheriff’s Office. In the event Sheriff Falon Hurst is absent or unable to serve, Moses would assume leadership of the agency.
Sheriff Falon Hurst said the decision came after a deliberate and comprehensive selection process.
“It was a hard process to go through all the candidates,” Hurst said. “It was well thought out. Several people were considered, both inside the office and outside the office. In the end, I’m confident in the decision I made and in the leadership Carl will bring to this role.”
Chief Deputy Moses has dedicated nearly two decades to the Calhoun County Sheriff’s Office, rising steadily through the ranks. He began his career working in corrections and communications before transitioning into patrol and investigations.
Over the years, he has served as Corporal, Sergeant, Lieutenant, and Captain — gaining hands-on experience in nearly every operational division within the agency. That progression provided him with a comprehensive understanding of how the office functions at every level.
Colleagues describe Moses as a leader who understands the agency from the ground up because he has worked within it at nearly every rank.
In addition to his operational experience, Moses has invested significantly in higher education and leadership training. He earned a master’s degree from Jacksonville State University and has completed extensive professional development coursework throughout his career.
He is also a graduate of FBI-LEEDA (Law Enforcement Executive Development Association), a nationally recognized organization dedicated to advancing public safety leadership through executive-level training and education.
Moses has further contributed to the profession by serving as an adjunct instructor, mentoring and educating future criminal justice professionals. His experience in the classroom reinforces his belief that leadership involves developing others and strengthening the profession as a whole.
