Callhoun County, AL – The Calhoun County Commission met Thursday, February 26, 2026, at 10:00 a.m., opening the session with an invocation and Pledge of Allegiance led by Reverend Emon Solomon of Thankful Baptist Church.
Black History Month and Arbor Week Proclamations
During proclamations, the Commission recognized Mr. John Broome in honor of Black History Month for his decades of service to youth and the community. Broome, who has served Jacksonville State University for more than 20 years and has led multiple youth sports initiatives, was praised for mentoring young people and expanding athletic opportunities throughout the county. This proclamation was presented to his nephew.
The Commission also proclaimed February 22–28, 2026, as Arbor Week in Calhoun County and formally designated the mountain longleaf pine as the official tree of Calhoun County. Commissioners noted the tree’s historical and ecological significance and its inclusion in the county seal.

Sheriff’s Office Promotion
Sheriff Falon Hurst announced the promotion of William “Carl” Moses to Chief Deputy. Moses previously served as jail administrator and has held multiple positions within the Sheriff’s Office. Sheriff Hurst stated the promotion strengthens leadership within the department.
Nuisance Abatements and Declarations
Under old business, the Commission approved nuisance abatements for two Anniston properties where violations remained. Several other nuisance cases were dismissed after violations were addressed.
In new business, two additional Anniston properties were declared public nuisances due to ongoing violations.
The Commission also awarded a demolition and removal bid for 15 properties to Wendy Thornton, the lowest responsible bidder.
Surplus Property and Grants
Multiple surplus property resolutions were approved, including equipment from the Highway Department, Sheriff’s Office, Commission inventory, and landfill operations.
Commissioners approved a resolution to apply for up to $205,000 through an Alabama Department of Environmental Management (ADEM) grant to support landfill and recycling equipment needs.
Broadband Expansion and Mental Health Initiative
The Commission approved a cable franchise agreement with Comcast to expand broadband service in the county.
Additionally, the Commission adopted a resolution supporting the “Stepping Up” initiative, a partnership with the Alabama Department of Mental Health and Highland Health Systems. The program will place a social worker in the county jail to help identify inmates with mental health needs and connect them with appropriate services.
Software Modernization and Financial Agreements
Commissioners approved a new software agreement for the Probate Judge’s Office, authorizing modernization of electronic records systems at an annual cost of $30,000 plus a one-time implementation fee. Probate Judge Shirley Millwood stated the upgrade would improve efficiency and reduce long-term costs.
The Commission also approved agreements with Lexipol for policy compliance services and with Jackson Thornton & Co. for arbitrage calculations related to a 2020 general obligation warrant.
Halfway House Regulations
A resolution establishing licensing and regulatory authority for halfway houses and related facilities under Alabama Act 2025-109 was adopted. Commissioners stated the regulations were developed by a working group and are intended to improve oversight and public safety.
During public comments, a county resident raised concerns about a prior incident involving an individual connected to a halfway house and urged the Commission to ensure proper oversight of such facilities.
Executive Session
At the conclusion of public comments, the Commission voted to adjourn the public meeting and enter executive session to discuss pending litigation.
The next Calhoun County Commission meeting is scheduled for Thursday, March 12, 2026, at 10:00 a.m.
