Jacksonville, AL –The Jacksonville City Council held a regularly scheduled work session and city council meeting on February 26th, 2024.

    • Acceptance of Minutes. – None
    • ALEAF – Henry Mullinax.
      • Mr. Mullinax was speaking on behalf of the Alabama Law Enforcement Appreciation Foundation. He explained that they feed lunch during National Police Week to every officer in the 7th District. This is anyone APOST certified, correctional officers, and dispatchers. Clerical officers are welcomed to come from lunch. They also give doors prizes out as well. This organization has started eleven years ago. They are asking for the city to consider doing a line item budget item to be added to support the organization. He also stressed they do a lot of benevolent work. Just three weeks ago $2,000 was donated to a JSU Officer going through a hardship.
    • Roof at Community Center – Rob Foster.
      • Mr. Foster presented three quotes for the community center roof project. All three are using the same type of materials and Mr. Foster said they were all reputable companies. The turnaround time varied based on the number of crew members.

Jacksonville Community Center Quotes

    • Building Code Update – Josh Barkley.
      • Mr. Barkley stated that currently the city is using a 2009 code book. He is wanting to update to the 2021 building codes.
    • Amend Job Descriptions – Mayor Smith.
      • Mayor Smith wanted to mention a couple of minor changes. The changes are mainly to keep the descriptions in line with what is actually being done.
    • Any other business.
      • Leigha Cauthen, JSU Chief External Affairs Officer requested a temporary closure of 2nd Ave NE to Church Avenue related to the construction of the Randy Owens Center. This is to keep pedestrians and vehicles safely out of harms way. This would be through the end of January 2026.
      • Mayor Smith also stated they are looking at an open house on April 7th for the new City Hall. This is a tentative date.

  • Consider action to Suspend the Rules for the Immediate Consideration of Ordinance No. O-652- 24 Amending Sections 20-56 and 20-57 of Chapter 20 – Taxation Article III. Lodgings Tax of the Code of Ordinances of the City of Jacksonville, Alabama. – Unanimously Approved

  • Consideration of Resolution R-2199-24 that Rescinds Resolution R-1923-16 and Establishes an Updated Fee Schedule for Building Department Activities. – Unanimously Approved
  • Consideration of Resolution R-2200-24 that Rescinds Resolution R-1779-13 and Establishes an Updated Fee Schedule for Planning Department Activities. – Unanimously Approved
  • Consider action to authorize Fire Chief Keith Kadle to apply for the SAFER Grant. – Unanimously Approved

    • Madelyn Scout Harris, Receptionist/Clerical Assistant, Range 7, effective March 6, 2024, and upon compliance with Ordinance No. 273, due to the transfer of Kim Kirk to Planning and Building. – Unanimously Approved
  • Consider action to approve the promotion of the following:
    • Justin Daniel Couch, Equipment Operator II, Range 12, effective February 28, 2024, due to the retirement of Cephus Cannon. – Unanimously Approved
  • Consider action to accept the resignation of the following:
    • Marcus B. Wells, Police Officer, effective February 13, 2024. – Unanimously Approved
  • Consider action to approve the termination of the following:
    • Dustin Trammell, Part-Time/Substitute Firefighter/Paramedic, effective immediately. – Unanimously Approved
